Summary

The Bureau of Economic Analysis is seeking a highly-motivated and capable executive to serve as the Chief, Balance of Payments Division.

The Chief of the Balance of Payments Division is responsible for preparing, developing, and analyzing the international transactions (balance of payments) and international investment position accounts of the United States, including detail by foreign geographic area; obtaining data to construct these accounts by conducting BEA surveys of U.S. businesses on their international trade in services transactions and by collecting data from other government agencies and from private sources to produce account statistics utilizing appropriate statistical techniques; conducting research to enhance estimation methodologies and research to interpret the accounts; and analyzing data on direct investment into and out of the United States, including data on the financial structure and operations of multinational enterprises.

This position is a Senior Executive Service (SES) career-reserved position. Positions in the SES are not graded. SES pay is commensurate with qualifications. SES employees are eligible for bonuses and awards based on performance. Veteran's preference is not applicable to SES.

Help

The Chief, Balance of Payments:

  • Analyzes major economic developments and problems concerning all aspects of the world economy, including the impact of globalization on the U.S. economy; structure of the international monetary system and foreign exchange markets; business conditions here and abroad; and the institutional structure of U.S. and foreign money, capital, and commodity markets.
  • Develops recommendations for plans, programs, and policies for the Associate Director that will ensure that the Bureau presents a coherent, up-to-date picture of the international economic position of the United States.
  • Directs the preparation of special statistical tabulations and methodological reports for the United Nations, the International Monetary Fund, the Organization for Economic Co-operation and Development, the World Trade Organization and other international groups of which the United States is a member.
  • Helps maintain BEA’s position as the authoritative repository of information on the U.S. international transactions accounts, the U.S. international investment position accounts, and on operations of U.S. multinational enterprises, and of foreign-owned companies in the United States for the use of U.S. government agencies and other interested parties.
  • Guides the application of economic accounting and statistical techniques, and economic theory, to extend and improve the system of international economic accounts and other tools of economic analysis and evaluates the effectiveness of this application.

Executive Core Qualifications (ECQs):

Professional and Technical Qualifications (PTQs):

PTQ #1-Demonstrated knowledge and experience in economics with specific accomplishments in the fields of international trade, international banking and finance, and international direct investment.

PTQ #2-Demonstrated experience in the conceptual and applied aspects of economic accounting, measurement, and statistics, including data collection, compilation, estimation, and analysis.

PTQ #3-Demonstrated experience in managing an economic statistics program or related economic research, including guiding efforts to improve the quality and usefulness of the statistics.

Education

Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.

Additional information

Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (SF-278), within 30 days after his/her appointment, and then annually thereafter.

Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
