waste, and abuse in the administration of DoD programs and operations, in

Responsible
for planning and performing audits that are DoD-wide in scope involving the
Office of the Secretary of Defense, Joint Chiefs of Staff, the Military
Departments, Defense agencies, and any other DoD-related organizations or
operations.
·
Advises
the DIG-Audit on a broad range of matters related to
acquisition of major programs, contracting, sustainment and installation
support and construction programs including: programming, budgeting, financial, sustainment, logistics, fiscal policy, and the congressional appropriation process.
·
Directs
audits of major programs and systems by ensuring that the basic audit concept
and approach are followed, as well as specific audit guidance applied in
accomplishing the coverage are established.
·
Represents
the DoD OIG in collaborating with DoD, GAO, and other government and industry
officials in audit matters involving the assigned area(s) of responsibility.
·
Directs
and coordinates numerous audit teams of acquisition sustainment contracting
issues, installation management, construction, weapons systems and technology
acquisition, and system testing and evaluation in the planning, survey, and
execution of multi-location audits.
·
Directs
development of summary audit reports and/or trend reports. These reports require analysis of complex
programs/processes and a comprehensive knowledge of applicable DoD policies and
operations.
·
Reviews audit reports before they are released to determine
compliance with prescribed audit policy and quality standards, and that
management's replies to audit reports present adequate corrective action taken
or proposed to be taken by management.
·
Promotes
compliance with DoD Joint Ethics Regulation (DoD 5500.7 R) for the Office of
the Deputy Inspector General for Audit.
·
Promotes
a management culture for sharing knowledge and resources with other OIG
components involved in investigations, inspections, policy setting,
intelligence, and administration matters.
·
Promotes
the prevention, detection, and elimination of reprisals against OIG Auditing
employees who make legally protected disclosures.
·
Performs
other duties as directed by the Deputy Inspector General for Audit and the Principal
Assistant Inspector General for Audit.
·
Complies
with requirements of The Inspector General Act of 1978, as amended, 5 U.S.C. §4
(2000), wherein "each Inspector General comply with standards established
by the Comptroller General United States for audits of Federal establishments,
organizations, programs, activities, and functions; [and] establish guidelines
for determining when it shall he appropriate to use non-Federal auditors; and
... take appropriate steps to assure that any work performed by non-Federal
auditors complies with the standards established by the Comptroller [known as
Generally Accepted Government Auditing Standards, or GAGAS']."

U.S. Citizenship is required for this position.
Selected candidate will be subject to a two-year probationary period in
the Senior Executive Service unless required probationary period has been
served. Selectee may also be subject to a records review prior to being
appointed to this position.
In accordance with Executive Order 12564, applicants selected are

to appointment. Incumbent is subject to random drug testing for the
duration of service with the DoD OIG.

and Obligations Agreement as a condition of appointment into the SES in

Position has been designated as Special Sensitive; incumbent is required
to be eligible (and maintain eligibility) for a Top Secret with Special
Compartmented Information (TS/SCI).
Incumbent may be required to travel both in the Continental United
States, as well as Outside Continental United States locations.
Qualifications
Qualifications include both leadership skills and
characteristics that are applicable to all SES positions and technical or
program responsibilities specific to the position.
Eligibility for this position will be based upon a clear
showing that the applicant has had experience of the scope and quality
sufficient to effectively carry out the responsibilities of this position. The
best qualified candidates will be distinguished from other applicants by an
evaluation panel of subject matter experts referencing the below listed

EXECUTIVE

Education
Degree:
Accounting or a degree in a related field such as: business administration,
finance, or public administration that included or was supplemented by 24
semester hours in accounting. The 24 hours may include up to 6 hours of
credit in business law. (The term accounting means accounting and/or auditing
in this standard. Similarly, accountant should be interpreted, generally, as
accountant and/or auditor.) OR
Combination
of education and experience-at least four (4) years of experience in accounting
experience, college-level education, and training that provided professional
accounting knowledge. The applicants background must also include one
of the following:
1. Twenty-four (24) semester hours
in accounting or auditing courses of appropriate type and quality. This can
include up to six (6) hours of business law; 2. A certificate of
Certified Pubic Accountant or Certified Internal Auditor, obtained through
written examination; or 3. Completion of the requirements for a degree
that included substantial course work in accounting or auditing, e.g., fifteen
(15) semester hours, but that does not fully satisfy the 24-semester hour
requirement (above), provided that (a) the applicant has successfully worked at
the full-performance level in accounting, auditing, or a related field, e.g.,
valuation engineering or financial institution examining; (b) a panel of at
least two (2) higher level professional accountants or auditors have determined
that the applicant has demonstrated a good knowledge of accounting related and
underlying fields that equals in breadth, depth, currency, and level of
advancement which is normally associated with successful completion of the
four-year course of study described above; and (c) except for literal non
conformance to the requirement of 24 semester hours in accounting, the
applicants education, training, and experience fully meet the specified
requirements.
