Help

The incumbent’s responsibility, first and foremost, is to lead by example, to shape and sustain a working environment most conducive to the successful performance of those entrusted to his/her leadership and direction; creating a positive atmosphere and culture within the Marine & Family Programs Division  and its constituent branches that reflects the pride, professionalism, sense of accomplishment, fulfillment, collaborative engagement, well-being, and wholehearted customer focus of its employees.

Directs overall library operation providing mission, education and quality of life support to base personnel, their families, and retirees.  Responsible for the full scope of library functions overseeing 5 Libraries & a Bookmobile, to include library administration, personnel management, circulation services, reference/research services, technical services, and technological development and support.  Oversees adult and family programming to include integration of new Makerspace materials into library program. Is responsible for the facility; i.e., maintenance and improvements, purchase of furniture and equipment, and allocation of space within the facility.  Performs as a liaison with user groups, establishes partnerships/networks with local, state and regional organizations. 

Plan, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies.  Prepares internal office financial plans and related records and reports.  Develops budgets and establishes short and long-range library plans.  Exercises authority on approved budget.  Monitors funding allocations, meets expenditure targets, and justifies unfunded requirements.  Monitors programs on a regular basis, and initiates corrective action to ensure support of operating programs of Marine Corps Community Services (MCCS).  Manages new property resources and provide direction on facility renovations and improvements to include transition from Dewey to word-based classification system over next 2 years.  Develops long range plans in conjunction with internal operating directives, and exercises internal personnel management authorities as delegated by the higher-level supervisor with regard to subordinate supervisors and employees in the office.  Directly or indirectly through two subordinate supervisory librarians, supervises up to 23 employees.  Counsels and trains employees, schedules and directs work, appraises work performance.  Approves or disapproves leave, recommending and completing personnel actions, disciplinary actions.  Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs.  Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse.

Demonstrates and promotes World Class Customer Service with an emphasis on courtesy.  Assists customers and associates, and communicates positively in a courteous and considerate manner.  Acknowledges customers and associates; smiles and makes eye contact.  Asks questions to determine, verify and solve problems.  Helps shape customer and associates expectations.  Inspires and sustains the trust and confidence of customers, associates, colleagues, senior management and subordinates.  Checks for satisfaction with the quality of goods and services.  Takes action to solve problems quickly.  Alerts the higher-level supervisor, or proper point of contact for help when problems arise. 

Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program.  May conduct safety meetings.  Advise employees of available safety regulations, instructions, materials and equipment.  Promptly reports workplace accidents to the Human Resources Office.  Ensures that safety training is provided to employees.  Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions.  Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action.  Ensures minimal loss of duty by complying with “Return to Work” program initiatives, and following up on employee well being.  This is a white-collar position where occasional lifting up to 20 lbs may be required.  Performs other related duties as assigned.

EVALUATIONS:

Qualifications

An ALA accredited master’s degree in library science.  Must demonstrate sufficient knowledge of library automation and integrated library systems, knowledge of electronic storage technology, on-line capability, and telecommunication systems that facilitate information services.  Expert knowledge of a broad area of library functions.  Extensive knowledge of and the ability to apply principles, practices and procedures of library organization and management.  Comprehensive knowledge of planning, budgeting and collection development for a multi-purpose library program, as well as knowledge of government procurement procedures and background knowledge of suitable sources for purchase of specialized materials and equipment.  Ability to supervise to achieve the ultimate mission of the activity.  Knowledge of the provisions of the National Interlibrary Loan Code and familiarity with the Copyright Act of 1976 affecting interlibrary loans for the purpose of obtaining materials not held by the library.  Must have a high level of computer literacy.  Must be able to communicate effectively both orally and in writing.
