Summary

We are seeking a highly qualified and motivated individual to serve as a Information Technology Specialistand be a proactive member of our team. The Office of Inspector General (OIG) for the General Services Administration (GSA) is one of the original OIGs established by the Inspector General Act of 1978. The OIGs were created as independent and objective entities within an agency (A) to promote economy, efficiency, and effectiveness in the administration of the agency and (B) to prevent and detect fraud and abuse in agency programs and operations. The OIGs report to the agency head and Congress through semi-annual and other reports.

The GSA OIG operates as an autonomous entity within GSA under a presidentially appointed, Senate confirmed Inspector General who supervises a diverse team of over 300 professionals in headquarters administrative, legal, and operational components and in regional operational offices throughout the country.

The GSA OIG is dedicated to protecting the public interest by bringing about positive changes in the performance, accountability, and integrity of GSA programs and operations. Oversight is provided through auditing, inspections and evaluations, and investigations of GSA extensive procurement, real property, and related programs and operations, which primarily support other federal agencies. OIG oversight components report their findings and recommend courses of action to promote efficiency and economy in the GSA’s activities. Last fiscal year, our OIG professionals’ efforts resulted in $243 million in criminal, civil, administrative, and other recoveries; over $1.4 billion in GSA management decisions that agreed with GSA OIG audit recommendations; over 40 successful criminal prosecutions; and numerous suspensions and debarments. Help

This position is located in the Office of Inspector General, Office of Investigations. The work of the Office leads the OIG to improve the economy, efficiency and effectiveness of GSA programs by assisting in performing independent financial, program, and compliance audits; criminal and civil investigations.

The incumbent of this position serves as a senior IT Specialist with OIG's Seized Computer Evidence Recovery (SCER) Operations in the Office of Investigations, Operations Division. As such the incumbent of this position is responsible for the planning, review, performance and account maintenance of SCER and technical investigative systems operations hardware and software.

The primary responsibilities of this position include:

  • Providing professional leadership and direction for a broad mission by sometimes coordinating the team efforts of OIG SCER personnel on tasks that focus on critical mission-related activities and issues- through systems analysis and examination efforts.
  • Maintaining surveillance of significant developments related to assigned projects; preparing analyses of the implications of these developments and recommends program modifications.
  • Functioning as the recognized Information Technology Specialist and expert in SCER operations within the OIG and GSA by serving as technical expert on SCER systems investigation systems software, analysis and administration.
  • Performing needs analysis concerning systems serviceability and reliability; identifying needs and system requirements, including overall function; meeting with OIG team leaders, investigators, IT Specialists from OIG and GSA, and members of the JI staff for the purposes of obtaining and exchanging strategies and information.
  • Providing expert or fact testimony in criminal, civil, or administrative proceedings and actively participating in key decisions that are the result of feasibility studies and trade-off analyses; participating in the development of procedures concerning database and system policies, software buys, hardware sustainability and maintenance and security efforts.
  • Coordinating the work of others and providing conceptual and professional/technical leadership in support of various projects.
  • Conducting and reporting on forensic acquisitions of a wide variety of digital-based evidence and performs comprehensive forensic examinations of the digital-based evidence, including e-mail systems and cellular telephone platforms, following industry established protocols, best practices, and agency policy.
  • Documenting SCERS activities and maintain digital evidence, applying the Federal Rules of Evidence.
  • Ensuring that new developments and/or system technology methods are applied; assisting in the major resolution of complex problems that can significantly impact the outcome of a project.

Qualifications

Specialized Experience:

For the GS-13 level: Applicants must have one year of specialized experience equivalent to the GS-12 level in the Federal Service AND have completed the Seized Computer Evidence Recovery Specialist (SCERS) course offered at the Federal Law Enforcement Training Center (FLETC) and successfully passed the end-of-training competency exam AND completed at least one advanced certification related to the SCERS operations. Specialized experience is experience in digital forensics examination, providing computer forensic acquisition techniques to include write-protecting evidence, utilizing forensic analysis tools to recover deleted files on hard drives and other electronic devices.

For the G-14 level: Applicants must have one year of specialized experience equivalent to the GS-13 level in the Federal Service AND have completed the Seized Computer Evidence Recovery Specialist (SCERS) course offered at the Federal Law Enforcement Training Center (FLETC) and successfully passed the end-of-training competency exam AND completed at least one advanced certification related to the SCERS operations. Specialized experience in addition to that listed at the GS-13 level includes experience providing critical assistance in independent financial, program, and compliance audits; criminal and civil investigations; providing recommendations for modifications of programs and operational areas; and, working as a lead or senior member of a team in coordinating SCER critical mission related activities.

OPM qualification standards state that for all IT positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
