Summary

The selected candidate will serve as a Chief Safety and Mission Assurance Officer (CSO) for assigned projects at the Center and the position is located in a division or branch office of the Safety and Mission Assurance Directorate. Work involves management, evaluation, and implementation of the Center's SMA activities related to the design and/or manufacture of flight hardware, and launch or flight preparations at operations sites. The employee is the Center's SMA technical authority on projects assigned and is responsible for the management, evaluation, consultation, assessment and evaluations of flight readiness for
assigned projects. The work requires professional engineering knowledge and skills appropriate to the scope and subject matter in the specific position. The work also requires use and application of Safety and Mission Assurance knowledge and expertise for the projects(s) to which the incumbent is assigned.

Duties

Help

Provides technical management and SMA leadership in the implementation of a comprehensive Safety and Mission Assurance (SMA) Program in concert with the organization's management team.

Establishes SMA programs consistent with Center/Agency policies; develops/follows operational inspection and quality assurance practices to determine the extent and adequacy of SMA activities.

Evaluates manufacturing, inspection, planning, test procedures, process specifications, failure reports, corrective actions, and other documents which affect SMA tasks.

Speaks and acts on behalf of division management about the incumbent's technical area of responsibility and is the single recognized authority as it relates to SMA programs, processes, and requirements.

Provides information, counsel, and recommendations involving work on tasks that must be performed by members of division staff to fulfill division responsibilities for support of assigned project(s).

Manages, evaluates, implements and approves SMA activities for assigned projects involving the design and/or manufacture of flight hardware. Works with Center Program/Project Managers and Contractor Mission Assurance Managers to assure implementation of SMA requirements on assigned projects.

Reviews SMA-related problems and corrective actions (taken or proposed), equipment anomalies and other concerns; uses judgment to determine criticality, arranges/coordinates problem investigations and analyses, and provides conclusions, recommendations, and suggestions to the Program/Project Office and SMA Management.

Defines, negotiates and integrates SMA requirements into project plans and contracts; assembles information, evaluates contract in terms of SMA requirements, and coordinates with the appropriate
directorate or project office; does contractor evaluations for award fee purposes and participates in contract negotiations.

Develops/maintains Mission Assurance Plans and evaluates implementation; controls, coordinates and surveys SMA work for compliance with policies and regulatory guidelines.

Serves as the Center's SMA point of contact on assigned projects. Attends project and program status meetings, design reviews, system acceptance testing, contract negotiations; approves nonstandard and critical parts; reviews engineering changes, revisions to qualified parts lists, proposals, delegations of SMA
functions, supplier certifications, HQ SMA document and proposal reviews; and addresses contract disputes.

Interprets Contractor specifications and gives technical direction to Center SMA personnel and supervisors; provide technical direction to contractor SMA personnel doing testing; and reviews activities associated with inspection and quality requirements.

Establishes technical management policies/practices in keeping with GRC and NASA policy; provides technical and managerial consultation to division; keeps channels of communication open with interdirectorate management to address operational and technical problems; establishes methods and procedures that contribute to increased SMA effectiveness and cost savings.

Qualifications

Applicant must have one year of specialized experience equivalent to the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

For the GS-14 consideration, specialized experience at the GS-13 grade level is defined as: experience leading, advising on, coordinating, monitoring and/or performing duties concerned with the Agency's Safety, Reliability and Quality Assurance program for aerospace and aeronautical programs. Examples of experience include:
* Planning, negotiating, allocating and managing Safety and Mission Assurance resources.
* Developing, decomposing, and verifying requirements for aerospace/aeronautics systems.
* Demonstrated ability to plan, organize, and provide oversight of a prime contractor development effort.
* Demonstrated ability to plan, understand, and coordinate the Safety and Mission Assurance disciplines for a development project.
* Demonstrated ability to effectively communicate complex and potentially controversial, technical and programmatic information to program/project managers, Center and Agency customers, stakeholders and/or senior management.

Education

In order to qualify for this position, you must meet the Basic Education Requirement

Basic Education Requirement: A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science. Degrees in engineering technology are not considered to be qualifying for this position.
