OIG is organized into three line elements: the Offices of Investigations, Audits and Evaluations, and Healthcare Inspections; along with the Office of Contract Review and the Office of Management and Administration. In addition to the Washington, DC, headquarters, OIG has offices located in more than 30 cities throughout the country.

The Supervisory Auditor position is located in the Office of Audits and Evaluations (OAE), Chicago, IL field office. The incumbent serves as Division Director and is responsible for managing a wide range of OAE projects including audits, evaluations, and reviews. In addition, the incumbent is also responsible for managing the administrative activities of the Division, and supervising a staff of auditors, management analysts, and support personnel.

Help

As a Supervisory Auditor, you will:
- Provide direction and guidance to ensure that all project work is performed in accordance with VA, OAE, and OIG requirements, and applicable professional standards.
- Manage and supervise work through project managers and other supervisors, and direct and coordinate work for as many as 20 staff members including auditors, management analysts, and support personnel. Develop and implement methods to promote team building and improve business practices.
- Direct audits, reviews, and evaluations of VA programs and functions, including major programs with significant resources and a nationwide impact. Exercise significant responsibilities in advising VA managers, Congress, and other key officials of the effectiveness and efficiency of program operations.
- Make decisions on problematic work issues presented by subordinate supervisors, evaluate their work, and serve as a reviewing official on the evaluations they complete for the project staff. Ensure that performance standards and rating techniques are equitably applied in all staff appraisals.
- Review and provide input to strategies and techniques that project teams use to accomplish work objectives in the most effective and efficient manner, including use of statistical sampling and computer assisted techniques; assist teams in solving significant problems and resolving disagreements by clients and others.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:

- Planning, directing, conducting, and managing a wide range of regional and national review projects such as evaluations, inspections, and audits; AND
- Delegating and coordinating work; AND
- Evaluating, directing, and coaching the performance of staff; AND
- Writing project reports; AND
- Reviewing, editing, and revising the work of subordinate staff.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

Education

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1.Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2.A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3.Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
