Summary

The Office of Inspector General serves as an independent and objective unit within the Department of Labor and is responsible for auditing and investigating DOL programs and operations in order to (1) promote economy, efficiency, and effectiveness in the administration of the programs; (2) prevent and detect fraud and abuse in the programs and operations; and (3) keep the Secretary of Labor and the Congress fully and currently informed about problems and deficiencies of such programs and the necessity for, and progress of, corrective action.

Permanent Change of Station funds (PCS) will not be offered.

Relocation incentive MAY be offered.

Help

Serves as the key senior leader overseeing all communications with congressional members and staff, as well as developing and implementing a congressional communications strategy for the OIG.

Provides executive oversight of the preparation of congressional testimony, questions for the record, correspondence or other responses to inquiries from Members or staff, and briefing/hearing preparation materials. Oversees the monitoring of hearings and congressional interest in areas relevant to the mission or operation of the OIG and the communication of relevant information to appropriate OIG senior leaders.

Provides the IG and DIG with policy and strategic advice on all legislative and external affairs matters in dealings with the Secretary of Labor, members and committees of Congress, other Federal agencies, state and local governments, industry, and the public.

Advises and updates the IG and DIG on legislative and communications implications of proposed or existing policies. Leads the review and analysis of existing and proposed legislation and regulations to identify and report on OIG concerns regarding program weaknesses, which may contribute to fraud, waste, abuse, inefficiency and ineffectiveness in DOL programs and operations.

Oversees budgetary allocations, program goals, and develops plans, including the determination of needed resources; determines the need for and implements organizational changes, which affect the congressional and public relations program.

Provides executive oversight for the OIG's public affairs and external communications activities and overall communications strategy for the media and the public.

You must have one year of specialized experience at a level close to the work of this job that has given you the particular subject-matter knowledge, skills, and abilities required to successfully perform. Typically, we would find this experience in work within the field or a field that is closely related. You must demonstrate possession of specialized experience in the described duties.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Technical Qualifications and Executive Core Qualifications.

To qualify for this position, all applicants must write a narrative in the spaces provided detailing accomplishments that would satisfy each of the ECQs and MTQs. You must address each ECQ and MTQ separately. If you fail to do so, your application will be rated ineligible.

In writing your responses to the ECQs, your narrative must address each ECQ separately in the spaces provided. Each ECQ should contain at least two examples describing your experiences and accomplishments/results. Responses to ECQs must not exceed 10 pages. It is recommended that applicants draft their ECQs in a Word document first, then cut and paste into the spaces provided following each ECQ to ensure length requirements. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs):

1. Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

2. Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

3. Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR RESPONSES TO ONE (1) SINGLE SPACED PAGE PER EACH MTQ WITH THE FONT SIZE NO SMALLER THAN POINT 12. It is recommended that applicants draft their MTQs in a Word document first, then cut and paste into the spaces provided following each MTQ to ensure length requirements.

1. Demonstrated ability planning and managing resources for a congressional and public relations program for a government agency.

2. Demonstrated experience reviewing and analyzing legislative, regulatory, and related materials; obtaining input from pertinent sources; and presenting findings, conclusions, and recommendations in a clear and concise manner, both orally and in writing.

3. Demonstrated experience communicating with a variety of organizations, executive management, congressional representatives, and the media about complex oversight issues, using multiple forms of communication.

You will be evaluated based on your experience and your responses to the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs). It is essential that your resume provide sufficient information to substantiate your responses in the self-assessment vacancy questions. If your responses are not adequately substantiated by your resume, your application will be rated ineligible.

Current/Former Career SES or SES Candidate Development graduates who have been certified by OPM must provide a narrative response to address each of the MTQ's, but need not address the ECQs.
