This position is located in the Office of Inspector General (OIG), Office of Management and Policy (OMAP), Division of Information Technology (DIT), Branch of Information Systems (BIS). The Branch of Information Systems is responsible for providing computer systems, IT security, hardware, and software support to the OIG. This includes supporting the development, implementation, operation and maintenance of the nation­ wide OIG information systems, office automation, Internet/Intranet, and data communication systems.

No Permanent Change of Station funds (PCS) or Relocation Incentive will be offered.

Position is at the full performance level.

This position is outside of the bargaining unit.

Help

Supervises the IT staff who are responsible for the development, maintenance, and administration of the OIG IT networks and systems. Ensures customer satisfaction through help-desk support. Maintains responsibility for st performance, reliability of systems, technical development of staff, and network security.

Oversees and analyzes incoming requests for new projects to determine requirements of work being requested, prioritization, and necessary monitoring to meet OIG information resources requirements. Review new IT projects to determine magnitude, priority, significance, and relationship to existing systems. Keeps the Division Director informed of significant developments and emerging policy considerations.

Develops an IT strategic plan and IT capital investment plan, designed to allow the OIG to adopt new technologies and increase ability to meet mission objectives. Develops justification for funds and resources needed to support the program. Briefs management of long and short range plans for IT investments.

Serves as the subject matter expert in the area of information technology. Keeps abreast of new developments in technology in order to determine the impact on present and future OIG computer systems and network architecture. Introduces new technologies that will improve the OIG's ability to communicate, collaborate, access information, and support a mobile workforce.

Develops standards and procedures for the operations of the OIG computer network, for both administrators and end-users. Documents policies and procedures, and provides oversight to ensure that they are enforced. Applies standard administrative security controls and through the development of policies, procedures, and general staff guidance in the form of memos or formalizedtraining.

Serves as a key member and adviser to the senior planning and management staff of OMAP. Maintains strategic relationships with senior program office managers, other key officials of the OIG and the department. Represents the OIG at departmental IT meetings, and ensure that the independence of the OIG is not compromised during the development or implementation of new DOL systems or policies.

Applicants must meet time-in-grade, time-after-competitive-appointment and qualifications requirements within 30 calendar days after the closing date of the vacancy to be eligible for consideration for selection. Reference the "Required Documents" section for additional requirements.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized experience includes demonstrated experience working with IT procurement, system development, maintenance, and customer support; possession of a strong technical background and experience in managing access controls, user authentication, and system security; serving as a team leader of an IT network/systems support group; proficiency in IT project management; executing a successful communications plan between key project stakeholders and troubleshooting advanced technical problems of a complex or unknown nature with escalation to a vendor when it is appropriate or necessary.

This position will not be filled until the Departments Placement Assistance Programs have been fully utilized.

Education

There is no subsitution for education at the GS-14.
