DoDEA is a major Department of Defense (DoD) Field Activity with worldwide scope.  DoDEA plans, directs, coordinates, and manages the education programs for DoD dependents.  DoDEA consists of three regions, DoDEA Americas, DoDEA Europe, and DoDEA Pacific and a total of eight school districts located overseas and in the U.S. and its territories.  DoDEA provides education to eligible DoD military and civilian dependents from pre-kindergarten through grade 12.

Salary Information:  This announcement is being used to recruit for positions within both the AD and TP pay systems.

AD Basic Salary Range:    $70,242 - $91,104 per year (plus locality)

TP Basic Salary Range:  $59,340 - $104,615 per year

Help

The Instructional Systems Specialist (ISS) having both leadership and professional development expertise, will work as a colleague across and within school(s) to serve as a consultant, coach, collaborator, presenter, and facilitator to support school  and teacher implementation of College and Career Ready Standards (CCRS) for teaching and learning.  The ISS will focus on school and classroom professional learning to expand and refine the understanding and implementation of CCRS and research-based, innovative practice that yields student achievement.   

ISS's are highly accomplished, well-respected, and experienced educators.  ISS's must have credibility with leadership and teachers, and the skills to work across the school(s) as well as the skills to coach and mentor one on one, manage several roles in order to oversee the broader professional learning effort in school(s).   

MAJOR DUTIES:

  • Training and Education Analysis:  The ISS utilizes data to analyze and interpret results to include gaps, capabilities, an strategies in order to identify individual and collective professional learning. 

  • Continuous Instructional/Teaching and Learning Improvement and Coaching for Curriculum, Instruction and Assessment:  The ISS supports the development and implementation of CCRS and instructional practices growth within and across school(s) by establishing priorities for professional learning using a collaborative coaching approach.

  • Professional Development Design and Delivery:  The ISS assesses designs, delivers, interprets, monitors, and evaluates professional learning for individuals and groups within and across school(s).  Differentiation strategies that ensure learning needs and learning outcomes are achieved are essential. Use of technology is required.

  • Consultation, Coaching, Collaboration:  The ISS provides consultation, coaching and collaborative opportunities to implement research-based, and student-centered instructional practices to foster professionalism, improve learning outcomes, and support transfer of learning into practice. 

  • Learning and Program Evaluation:  The ISS assesses the learning outcomes, design, and effectiveness of curricula and professional learning, using formative and summative assessment tools to ensure quality and degree of implementation, and to inform the school(s)'s instructional decisions.

KEY FUNCTIONAL AND RELATIONAL RESPONSIBILITIES:

  • Serves as a member of the district office and as a member of the school leadership teams to align district and school goals and to evaluate student data to support effective school improvement.
  • Collaborates with the district instructional, content, and program specialists and the school leadership team to support continuous school improvement; ensure the effective implementation of standards, instruction, and assessment; and deliver high quality systemic professional development to increase student achievement.
  • Works collegially with school instructional and teacher leaders to establish and sustain the school-level capacity to provide high-quality educational opportunities that universally improve student achievement.
  • Engages reflective practice and continuous learning with colleagues in a professional networking coaching community and participates in professional development and inquiry into his or her own instructional to remain current in systemic priorities, professional development and instructional leadership practices.
  • Works collegially with the CILD to provide/build capacity among district and school leaders.
  • Is co-located to best serve the district and schools.

Conditions of Employment:  

  • Mobility agreement as a condition of employment – selectees must be available for worldwide placement to any DoDEA Europe, DoDEA Pacific or DoDEA Americas location.
  • A minimum of three years is required at a location before employee is eligible to apply for a lateral move (reassignment).
  • This position is designated Non-Sensitive as defined in DoD 5200.2-R and therefore requires that a personnel security investigation be adjudicated on a pre-appointment basis. Employment in these positions is subject to successful completion of a background security investigation and favorable adjudication.  Failure to successfully meet/maintain these requirements may be grounds for termination.
  • A successful National Agency Check with Inquiries (Childcare NACI/CNACI) and a check of State Criminal History Records (SCHR) is also required. 
  • A pre-appointment overseas physical examination is required for selected individuals assigned to overseas locations.
  • Individuals hired from CONUS (Continental United States) and their family members (who are U.S. citizens) are required to obtain Official Passports prior to departure to the overseas location.  Individuals hired stateside are also required to obtain an Official Passport as they may have to travel to support another school/district.
  • Selectees may be required to serve a one or two year probationary period in accordance with 5 CFR 9901.512. 
  • Selectees may be required to travel by military and/or commercial aircraft, land, or sea transportation to a variety of stateside and/or overseas locations for meetings and conferences and may be subject to a variety of environmental conditions to include the potential exposure to acts of terrorism.

 Applicants will be rated on the following competencies:

  1. Knowledge in the use of PK-12 grade CCRS core curriculum area(s) and standards (current and CCRS), curriculum trends in instruction, interdisciplinary integration, and current instructional practices such as differentiated instruction, project-based learning and the use of digital technology.
  2. Ability to integrate concepts of teacher effectiveness, best practices in instruction, adult learning theory, team building, instructional coaching, and learning communities into activities that improve student learning, foster collaboration and improve the professional practices of teachers and school leaders in a PK-12 grade level learning environment.
  3. Ability to effectively and efficiently communicate with all stakeholders.

INFORMATION FOR OVERSEAS POSITIONS:

  • Selectees for positions within the TP pay system (overseas) are required to work 222 days a year.
  • Payment for travel and transportation expenses is authorized. This includes government paid air transportation travel, shipment of household goods, and/or temporary storage and  lodging upon arrival of overseas.
  • A Living Quarters Allowance (LQA) or housing allowance is provided in addition to salary. The LQA is provided to eligible employees for leased quarters in lieu of Government provided housing and is intended to cover the average cost of rent, utilities and other allowable expenses. Note:  Internal applicants who are not currently receiving LQA will be required to complete an allowance determination for entitlements eligibility.
  • Also provided is a post allowance which is a cost-of-living allowance granted to full-time employees officially stationed at a post in a foreign area where the cost of living, exclusive of quarters costs, is substantially higher than in Washington, D.C.   • Locality pay does not apply in the overseas area and will not be used for pay setting purposes when transferring to an overseas foreign area.
  • Medical Care: Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met. Access to care in a military facility may not be available to civilian employees. Consequently, host nation medical facilities may be the only care available. The availability and level of care at host nation medical facilities will vary by location.
  • Special Education Services: DoDEA provides education including special education to children of DoD civilians who are eligible to attend DoDEA overseas schools.   • The initial overseas tour of duty is two or three years depending on the location.

INFORMATION FOR STATESIDE POSITIONS:

  • Selectees for positions within the AD pay system (stateside) are required to work 260 days a year.
  • In addition to the basic salary advertised on this announcement, selectees also receive locality pay.
