As a SUPERVISORY HEALTH SYSTEMS SPECIALIST, you will:
Plan, develop, coordinate, monitor, and implement a nationwide program of inspections and special reviews of VHA medical centers, medical regions, and headquarters quality assurance and patient care activities.
Coordinate with OIG regional offices and headquarters staff in research and analysis required to develop inspection proposals for annual work plans.
Participate with the Assistant Inspector General for Healthcare Inspections in planning meetings for scheduling inspections and projects, and lead national inspection, projects, and research efforts.
Use a broad range of qualitative and quantitative techniques to conduct quality assurance reviews of health systems and delivery programs, and quality assurance and patient care review, inspection, and oversight projects to evaluate quality assurance procedures.
Develop information for presentation and testimony for the Inspector General to present to Congressional committee hearings pertaining to quality assurance and patient care events and issues that are of national interest or concern.

Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement. Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience:
Providing leadership and direction to multiple healthcare inspection teams to ensure support for inspections that evaluate quality improvement and patient care issues; (
Performing in-depth reviews and evaluations of quality improvement processes and patient care issues in a healthcare environment and in conformance with Federal regulations; AND
Leading inspections teams, which includes planning and coordinating the review work, performing data validation, and writing and editing draft and final reports while meeting set deadlines.

Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic Government administrative policies and requirements; • Practical assignments providing an opportunity to apply a broad range of quality assurance and health care program inspections and evaluation skills. (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks.
