This position is located at Lower Monumental Lock & Dam which is located on the Lower Snake River near the rural community of Kahlotus, WA. The project lies within commuting distance from several other communities of varying sizes. These areas include the rural towns of Connell, Prescott, and Waitsburg and the larger city of Walla Walla. In addition there is a full-service area known as the Tri-Cities that incorporates Kennewick, Pasco and Richland, WA which is approximately a 50 mile commute.

Duties

Help

  • Assure compliance to all applicable North American Electric Reliability Corporation (NERC) Reliability Standards.
  • Assist in the preparation of District reliability compliance and mitigation plans, coordinating and implementing the District's overall NERC Reliability Compliance Program.
  • Implement Federal policy and regulations in managing the Project Reliability Compliance Program.
  • Assist in developing policies, processes and procedures to comply with NERC.
  • Plan, develop, and coordinate implementation of the Project's portion of Reliability Compliance Program.
  • Identify, establish, and implement internal performance measures, reliability information tools and internal procedures for tracking, evaluating, and reporting on Project reliability actions and responsibilities including compliance with regulatory requirements.

Experience required:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).  You will receive credit for all qualifying experience, including volunteer experience.

Your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as: Experience with professional electrical engineering activities at a power generation, transmission or distribution facility AND/OR experience with SCADA (supervisory control and data acquisition). Both options must include experience in analyzing policies, procedures and governing regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Knowledge of Electrical Engineering
  • Knowledge of Regulatory Compliance
  • Knowledge of Technical Support and Reliability
  • Knowledge of Operations and Maintenance Associated with Power Generation
