Duties

Help

Participates in Visitor Experience Resource Projection (VERP) planning project by collecting field data utilizing accepted field mapping techniques including GPS, total station, tape and compass, or any combination thereof.  Inputs spatial and non-spatial data into Arc GIS, edits and analyzes data, produces maps and figures, and maintains the geodatabase. Performs back-ups, purges unnecessary files, ensures all files are organized. Edits components of GIS database to correct errors or modify, delete or add information. Operates, updates, and assists in maintaining GIS software, hardware, and other peripheral devices. Maintains GPS units. Carries out literature searches for the purpose of gathering information. Writes technical reports.

PHYSICAL DEMANDS: The work requires long periods of sitting in front of computer terminals. Some prolonged bending, crouching, lifting (up to 50 pounds), climbing and reaching are required to perform routine hardware maintenance and to move equipment and supplies.

WORK ENVIRONMENT: the work is usually performed in an office setting. Outdoor field work in varied climatic and terrain conditions is required.

AREA / HOUSING INFORMATION:  Petrified Forest National Park is located in northeastern Arizona, bisected by U.S. Interstate 40, approximately 26 miles east of Holbrook, Arizona.  The park has a concession operation that includes a curio shop, restaurant and gas station.  Beyond this, other services are not available in the park.  Some shopping opportunities exist in Holbrook.  Greater shopping opportunities exist in Flagstaff, AZ (110 miles west) or Gallup, NM (70 miles east).  Major shopping centers exist in the metropolitan Phoenix, AZ (225 miles) and Albuquerque, NM (210) miles) areas.  Year-around recreational opportunities abound within a short commuting distance.  The park is situated on a high plateau with an elevation averaging 5,600 feet, with a semi-arid climate.  Temperatures range from 0 in winter to 100 in the summer.  Precipitation averages 9 inches per year.  A junior college (Northland Pioneer College) campus in Holbrook offers classes and workshops for adult education/enrichment with both day and night classes.

Requirements
1. You may be required to serve a trial period of 1 year.
2. National Park Service (NPS) uniformed position. Employee will be required to wear a uniform and comply with NPS uniform standards. A uniform allowance will be provided to defray the cost of the uniform.
3.  Applicants must possess a valid state drivers license. This position requires that you operate a government (or private) motor vehicle as part of your official duties. A valid state drivers license is required.

QUALIFICATIONS
: To be eligible for this position, you must possess the qualifying specialized experience and/or education as well as selective factors as described in the occupational/assessment questionnaire and as outlined below.

To qualify for this position at the GS-06 grade level you must have one year of specialized experience at the GS-05 grade level in the Federal service. Examples of specialized experience may include performing cartographic, engineering or biological technician work that involved the application of GIS/GPS practices on cultural, resource conservation or land management when combined with knowledge of GIS software and hardware operations and equipment OR successful completion of one year (27 quarter or 18 semester hours) of graduate study which included coursework directly related to the work of the position; OR a combination of experience and education to meet the total experience.

All applicants will be rated on the following Skills or Competencies:

 * Proficiency in Arc GIS which includes maintaining geodatabases, editing and analyzing data, and producing maps. Ability to work independently or as part of a multi-disciplinary team.

 * Ability to collect field data in remote locations. Ability to use a Trimble GPS, working knowledge of Pathfinder Office and Terrasync.

 * Understanding scientific methods in order to apply GIS skills in a research context.

 * Possess basis understanding o a research design project and ability to write technical reports.

Category rating procedures will be used to rate and rank candidates. Candidates will be ranked into 3 categories:
Category Group I (Best Qualified) - applicants who possess experience and/or education that well exceeds the minimum qualifications of the position, including all selective factors and all quality ranking factors. Applicants considered best qualified must be highly proficient in all requirements of the job and be able to perform effectively in the position. 
Category Group II (Well Qualified) - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job.
Category Group III (Qualified) - applicants possessing experience that meets the minimum qualifications of the position or those meeting education only including all selective factors, and who are proficient in some, but not all of the requirements of the job.

Order of Consideration:  Candidates who meet the minimum qualifications required by the position will be considered in the following order:   (1) best qualified applicants entitled to 10-point veterans' preference who have a compensable service-connected disability of 10 percent or more (except in the case of scientific or professional positions at the GS-9 level or above or if they fail to meet positive education requirements, training, selective placement factor, etc.), best qualified applicants entitled to 10-point or 5-point veterans' preference, and then all other best qualified applicants, (2) well qualified applicants entitled to 10-point or 5-point veterans' preference and then all other well qualified applicants, (3) qualified applicants entitled to 10-point or 5-point veterans' preference and then all other qualified applicants.
