MAJOR DUTIES:
The specialist integrates data from system-wide testing programs, accreditation reports, and supervisory field observations into comprehensive needs statements for the delivery of educational services to students with autism spectrum disorder as a basis for the development of system-wide action plans to implement curriculum and program standards.
In the program area, the autism specialist directs the systematic review of curriculum, student performance, program standards and methodology for meeting the educational needs of students with autism. The specialist identifies training needs related to educational needs of students with autism.
The specialist trains administrators, teachers, specialists and other educators, in the methods for implementing and maintaining effective instruction and assessment both in the existing
curriculum and in initiatives for curriculum improvement.
The autism specialist represents DoDEA in meetings at various agencies and departments of the Federal government relating to the areas of educational expertise. The specialist monitors the quality of program services to ensure compliance with professional quality assurance standards.

Specialized Experience Requirement (5 years):Specialized experience is special education experience gained in teaching, educational research, development of educational materials and aids, educational testing, educational administration, or comparable activities in an elementary and/or secondary school, which has clearly demonstrated success in the application of principles, methods, and techniques of education and familiarity with current developments in PreK-12th grade education and training. This experience must have been in a content area (special education) specific to the ISS position. This position requires 2 of 5 years of autism experience.
Professional Licensure/Certification Requirement:
Requires a current, valid DoDEA teaching certificate or a state teaching certificate that meets current DoDEA standards in any of following: Severely Learning Impaired/Multiple Disabilities (Category 0416-0418); Teacher, Physically Impaired (Category 0419); Teacher, Mildly to Moderately Learning Impaired (Category 0420-0422); Teacher, Moderately to Severely Learning Impaired (Category 0423-0425); Teacher, Emotionally Impaired (Category 0426-0428); Teacher, Preschool Children with Disabilities (Category 0429); Teacher, Hearing Impaired (Category 0470); Teacher, Visually Impaired (Category 0471); or Teacher, Speech/Language Pathology (Category 0472).
Qualifications
Education
A Master's degree in the field of Special Education or Speech Language Pathology is
required.
The course work must have included study in at least three
of the following five areas:
1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional materi al.
2. Instructional design practices: Study of the principles
and techniques used in designing training programs, developing design strategy
and models, and applying design methods to the improvement of instructional
effectiveness.
3. Educational evaluation: Study of the techniques for
evaluating the effectiveness of instructional/educational programs, including
developing written and performance tests and survey instruments, and
determining reliability and validity of evaluation instruments.
4. Instructional product development: Study of the
techniques appropriate for developing training materials, including identifying
learner characteristics, specifying objectives, applying training strategy,
validating training materials, and evaluating training.
5. Computers in education and training: Study of the
application of computers in education and training.
A Living Quarters Allowance (LQA) or housing allowance may be provided in addition to salary. The LQA is provided to eligible employees for leased quarters in lieu of Government provided housing and is intended to cover the average cost of rent, utilities and other allowable expenses. A maximum LQA is established for each post abroad based on the employee's grade, quarter's group and family size. Also provided is a post allowance which is a cost-of-living allowance granted to full-time employees officially stationed at a post in a foreign area where the cost of living, exclusive of quarters costs, is substantially higher than in Washington, D.C. Locality pay does not apply in the overseas area.
Locality rates of pay in the Continental United States (CONUS) will not be used for pay setting when transferring to an overseas foreign area.
Medical Care: Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. Consequently, host nation medical facilities may be the only care available. The availability and level of care at host nation medical facilities will vary by location.
Special Education Services: DoDEA provides education including special education to children of DoD civilians who are eligible to attend DoDEA Europe and DoDEA Pacific schools. Skill in leading study projects involving numerous and diverse high-level professional and technical experts assigned to task forces and study groups from all levels of DoDEA and its stakeholder communities.
