Qualifications

Specialized experience: To Qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-07).  Specialized experience is defined as: (1 ) designing, planning, and directing or advising on the public affairs program in an agency, or organization within an agency; (2) develop and disseminate informational materials to the general public or specialized target groups; (3) provide information of particular value and interest to agency employees; (4) establish and maintain effective working relationships with all media, and develop and disseminate informational materials to internal and external audiences.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.

Time in Grade Restriction: Must have 52 weeks of Federal service at the next lower grade (or equivalent).

Education

GS-09: A masters degree or two years post graduate education is creditable in conjunction with experience or solely as meeting basic qualifications.
