Summary

This position is located in the Office of Management (OM), Financial Management Division (FMD), Budget Branch in Washington, DC.

As a Budget Analyst, incumbent is responsible for a wide variety of analytical duties connected with the formulation, justification, presentation, evaluation, execution, monitoring and review of assigned budget areas. The incumbent assists the Branch Chief in the Budget Branch and assists in the formulation of policies, plans, systems and procedures to manage and continually improve the efficiency and effectiveness of the overall Bureau financial management.

Duties

Help

  • Gathers data and tracks progress of assigned area. Assists division personnel in the review, research, analysis, and evaluation of program and budget execution. Conducts review of budget documents to identify inconsistencies in allocations and spending.
  • Prepares budget justifications and funding reports. Analyzes program plans, justifications and information concerning objectives to determine assumptions, consistency and adequacy of dollar estimates, and work plan projections.
  • Reviews and analyzes requests for reallocation of funds by officials and recommends appropriate action. Once approved, completes all aspects of recommendations for reprogramming.
  • Interprets the budgetary aspects of laws, regulations, policies, and procedures. Answers questions on assigned budget material, reflecting Bureau policy and corrects technical information.
Responsibilities will increase and assignments will become more complex as your training and experience progresses.

Qualifications

To qualify for the GS-09: You must have at least one year of specialized experience at, or equivalent to, the GS-07 Federal grade level. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes: Experience in budget formulation and budget execution, reviewing and analyzing budget estimates for accuracy and validity; receiving budget estimate input; analyzing, monitoring and tracking obligations and expenditures; and compiling budget data and preparing reports and justifications OR 2 full years of progressively higher level graduate education leading to a master's or equivalent graduate degree OR a master's or equivalent graduate degree OR LL.B. or J.D., if related.

To qualify for the GS-11: You must have at least one year of specialized experience at, or equivalent to, the GS-09 Federal grade level. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes: Reviewing, analyzing, consolidating, and revising budget estimates, justification statements, and budget execution plans; interpreting legislative, regulatory and policy guidance in appropriation bills and Presidential directives for application to budget plans, policies and recommendations; and providing advice to management on the Federal budget process OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.

Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
