Duties

Help

As a Computer Scientist in the Digital Forensics and Analysis Unit, you will perform complex data manipulations and data mining on information present in the data warehouse by designing data structures, writing algorithms, and transforming data to identify patterns indicative of fraud within the investigative data obtained. Typical assignments include:

  • Writes custom software applications to ingest, clean, and analyze collected data. This can include custom classifiers and matching algorithm tailored to the data source.
  • Works with Audit, Inspections and other OIG stakeholders to jointly review large datasets for fraud.
  • Works with other law enforcement entities and intelligence agencies as the OIG representative to identify and exploit new data sources.
  • Participate in meetings with third part data vendors and determines effective and efficient methods to acquire and ingest third party data.
  • Independently ingest data sources; test, cleanse, transform and/or integrate data sources; and maintain and update (if necessary) data sources within the OIG cloud data warehouse.
  • Develop and maintain appropriate methods to track and document the data analytics suite, including but not limited to documentation for existing logical data models, data provenance, data quality and data security.

Qualifications

You qualify for the GS-14 grade level if you possess one year (52 weeks) of specialized experience at or equivalent to the GS-13 level or pay band in the federal service which has has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the GS-14 Computer Scientist position. Qualifying specialized experience performing duties such as: interpreting and applying guidelines, regulations, practices, and procedures relating to criminal investigations and evidence; analytical and evaluative methods and techniques to conduct complex reviews and evaluations; experience with commercial and government data acquisition and usage; data mining tools and techniques, including clustering and classification algorithms, data warehouse software, including file system management, middleware, business logic software and visualization source; experience planning, programming, implementing, testing and evaluating data to support data mining initiatives; programming techniques and process large (multi-tera byte) data sources; and experience with organizing, coordinating, and influencing engineering development, system design and computer simulation/modeling of data warehouses and related information systems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by 04/05/2017 of this announcement.

Education

In addition to meeting the basic requirements mentioned above, you must meet one of the following education requirement to be considered qualified for the position:

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
