Summary

This vacancy announcement will be open from 03/28/2017 to 04/03/2017. Only the first 100 applicants will be considered. The vacancy will close on whichever day the first of these conditions are met. The Pathways Internship Program targets students accepted for enrollment or currently enrolled in a qualifying educational program in an accredited institution, on a full or half-time basis with paid opportunities to work in agencies and explore Federal careers while still in school. Applicants must meet the definition of "student" in order to be considered for this opportunity. Internship appointments under the Internship Experience Program (IEP) are non-temporary and can last the duration of the student’s academic program. This will be determined at the time of selection. At the successful conclusion of the program, interns may be eligible for non-competitive conversion to a Federal career or career-conditional position in the competitive service. Interns may work full-time or part-time schedules.

Pathways candidates must meet the DOS qualification standards applicable to the position being filled. All applicants must meet the qualifications by the closing date of this announcement.

  • Degree does not have to be related to the position/series; however to be eligible, candidate must meet the OPM qualification standards for the position to which the Intern may be converted.

An individual who needs to complete less than the equivalent of half an academic/vocational or technical course-load immediately prior to graduating is still considered a student for purposes of this Program.

Help

The position is located in the Office of the Chief Economist (E/OCE), which reports to the Under Secretary for Economic Growth, Energy, and the Environment. The incumbent will assist senior Economists with issues pertaining to economic, strategic, and security concerns attached to geo-economic issues.

Duties may include analysis of economic policies; monitoring of international financial, energy, and resources markets; performing research in the formulation of economic policy; and various administrative duties as required.

The incumbent in a development capacity:

  • Performs economic research and analysis for the Bureau/Office development studies.
  • Performs assignments in the methods, procedures, principles, theories, and techniques for the collection, analysis, and preparation of economic reports and studies.
  • Performs other assignments/special projects for superiors, as requested.

Pathways Internship Program candidates must meet the U.S. Department of State (DOS) qualification standards applicable to the position being filled. All applicants must meet the qualifications by the closing date of the announcement.

Certificate Program Requirements: As defined in 5 CFR 362.102, certificate program means postsecondary education in a qualifying educational institution, equivalent to at least 1 academic year of full-time study that is part of an accredited college-level, technical, trade, vocational, or business school curriculum. Short-term training programs that award certificates for completion are not considered an academic course of study. In addition, the Department of State requires:

  • Undergraduate Certificates must contain a minimum of 30 Semester Hours or 45 Quarter hours; and
  • Graduate Certificates must contain a minimum of 18 Semester Hours or 27 Quarter hours.
  • For study at a business or technical school, 36 weeks of study (20+ classroom hours per week) is comparable to academic year above high school.
When academic credit is expressed in contract months, units, or other terms that differ from conventional semester or quarter hours, it is the responsibility of the applicant to provide an interpretation of such credits from the appropriate institution in order to equate them to the semester or quarter hours specified in the standard. The Department of State no longer accepts certificates that are credited with Continuing Education Units (CEUs) for eligibility in the Pathways Internship Program.

Qualifications

Applicants applying for the GS-09 grade level must meet the following requirement: Have a master's or equivalent graduate degree, OR 2 full years of progressively higher level graduate education leading to such a degree, OR LL.B or J.D. from an accredited college or university; Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

Applicants tentatively selected for this position will be required to undergo a pre-employment background investigation.

Pathways Internship Experience Program (IEP) appointments are made on a non-temporary basis.

Pathways Program Interns are eligible for conversion to the competitive service; however conversion is never guaranteed. To be eligible for conversion to the competitive service after completion of the program, an intern must:

  1. Be a U.S. Citizen
  2. Successfully complete an academic course of study as evidenced by a qualifying degree
  3. Graduate with a minimum cumulative GPA of 2.0
  4. Complete a minimum of 640 hours** of work experience under the Internship Program
  5. Meet the OPM qualification standards for the position to which the Intern may be converted
  6. Maintain acceptable performance under the Agency's approved performance management system
  7. Receive favorable recommendation for conversion from supervisor
** You may be granted a waiver and credited for a maximum of 320 hours based on stipulations in 5 CFR 362.204 paragraphs (c) and (d).

Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.
