Help

The Clinical Director is responsible for clinical care provided at the institution, including reviewing applications and credentials for membership to the medical staff; interviewing prospective physicians and mid-level providers; implementing and monitoring in-house Continuing Professional Education (CPE) training; maintaining the quality of health records; supervising Medical Officers (if applicable), and evaluating patient care through an ongoing quality assurance program that identifies problems and their resolution.

As the licensed provider, the incumbent provides clinical oversight and is responsible for all health care delivered. It is the incumbent’s responsibility to consult with other health care providers to provide training and mentoring and to be directly involved with the evaluation and treatment of severely ill and medically complex patient care problems.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and is performed on a regular and recurring basis.

Qualifications

To be considered for the position, you must meet the following qualification requirements.

Basic Requirements:

Degree: Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation. [A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country).

NOTE: ALL applicants MUST upload legible transcripts as verification of educational requirement. Transcripts MUST be uploaded and electronically linked from USAJOBS to the Federal Bureau of Prisons Application site and MUST include identifying information to include School Name, Student Name, Degree and Date Awarded (if applicable). All academic degrees and course work must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education.

AND

Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathy degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in an institution accredited for such training. (This 1 year of supervised experience may be waived for research or administrative positions not requiring direct patient care.) For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Listings of accredited programs are published yearly in the Directory of Residency Training Programs and the Yearbook and Directory of Osteopathic Physicians.

AND

Licensure: For positions involving patient care, candidates must have a permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

NOTE: ALL applicants MUST electronically upload proof of current, active and unrestricted license to practice medicine, and proof of successful completion of an accredited graduate training internship, fellowship, or residency program for verification at the time you apply.

Prior to employment, applicants who successfully pass all phases of the interview process will undergo a credentialing requirement. ADDITIONAL REQUIREMENTS:

Education:

There is no substitution of education for specialized experience for this position.

Experience:

Applicants must have three years of graduate training or equivalent experience and training, and one year of appropriate experience equivalent to at least the next lower grade level.

Some examples of this qualifying experience are:

  • Experience in making decisions relative to consultation with members of medical and institutional staff.
  • Experience in providing clinical care, interviewing prospective physicians and mid-level providers, supervising Medical Officers, and evaluating patient care through an ongoing quality assurance program that identifies problems and their resolution.
  • Experience in providing clinical oversight and is responsible for all health care delivered.
Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

Special Conditions of Employment Section:

Initial appointment to a supervisory/managerial position requires a one-year probationary period.

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a pre-employment and panel interview, urinalysis, physical, and background investigation. All applicants are subject to, and must satisfactorily pass all screening requirements in relation to National Crime Information Center (NCIC) and credit check.

All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm.

The Core Value Assessment (CVA) is an in-person assessment that must be facilitated at a Bureau of Prisons Human Resource Servicing office. On the day of the scheduled interview, a CVA will be administered. The applicant assessment must be completed within a 70 minute time period and a passing score must be obtained. Further employment consideration will not be extended if the applicant fails to complete the examination or fails to achieve a passing score. Note: The Core Value Assessment will not be administered to current BOP employees.

Successful completion of the "Introduction to Correctional Techniques," three-week training course at Glynco, Georgia is required.

This position has been identified as test designated. Incumbents will be subject to urinalysis testing under the BOP Drug Free Workplace Plan.
