Summary

The selectee will serve as a senior IT Specialist (SYSANAL/APPSW) for the Naval Air Warfare Center Training Systems Division (NAWCTSD) located in Lemoore Naval Air Station, CA. 

The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT.  The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions.  This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

This public notice announcement is for anticipated vacancies to be filled under the Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice. Positions may be filled as permanent with a full-time work schedule. Pay will vary by geographic location. There may or may not be actual/projected vacancies at the time you submit your application. This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area 45, System Administration, and as a condition of employment incumbents of the position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include:

1. Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and;

2. Participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor.

Qualifications

SPECIALIZED EXPERIENCE:

Your resume must demonstrate at least one full year (52 weeks) of specialized experience in or related to the work of this position at a level of difficulty and responsibility comparable to the DS-04 (GS-11/12)grade level or equivalent experience in the public or private sector that has equipped you with the knowledge, skills, abilities, and/or competencies to successfully perform the work of the position.  Qualifying experience includes performing some or all of the following duties: 1) Ability to incorporate IT policy and planning concepts, methods, and practices into enterprise-level IT programs strategies and plans; 2) Participating with other technical experts and customer representatives in the definition and validation of IT operational requirements and priorities; 3) Performing configuration management; and/or 4) Designing software programs where the software is the required end product.

Your IT-related experience demonstrates each of the four competencies as defined: (1)Attention to Detail - Is thorough when performing work and conscientious about attending to detail; (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
