The applicant selected for this position will serve as the Communications Specialist for the Civil Rights Directorate (CRD), responsible for planning, developing, communicating, and evaluating the organization’s policies, activities, initiatives and strategic communications plans to its stakeholders through a variety of communications vehicles.
Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:
Functioning as the technical authority within the CRD Headquarters with responsibility for the development and execution of plans for dissemination of written and oral information to encourage, inform, and motivate targeted groups to support civil rights programs, initiatives and requirements
Writing, developing, editing, and organizing the production and dissemination of official correspondences, newsletters, articles, brochures, special event materials, speeches and email blasts on a timely basis
Enhancing, expanding and augmenting the Coast Guard Civil Rights Directorate's traditional communications efforts
Increasing Coast Guard's workforce and stakeholders' attention to CRD's initiatives, and accomplishments; communicating CRD services, goals and achievements; establishing liaisons and linkages with other federal agencies, especially within the EEO, civil rights and military communities
Establishing measures which analyze, evaluate, track and monitor the success of CRD’s media program
Assisting with CRD’s programs, and services, i.e., special emphasis programs, outreach, complaint processing, anti-harassment, disability, reasonable accommodations, partnership in education, and awards.
All qualification requirements must be met by the closing date of the announcement.If you completed your qualifying degree/certificate program PRIOR to April 2, 2015 you are NOT eligible to apply. To be eligible for the Pathways Recent Graduates Program, you must have completed a qualifying associates, bachelors, masters, professional, or doctorate from a qualifying educational institution within the two years preceding the closing date of this announcement; or if you are a Preference eligible veteran who graduated from a qualifying program between April 2, 2013 and April 2, 2015 and were precluded from applying due to military service obligation, you will begin your 2-year eligibility period upon release or discharge from active duty. Qualifications
You qualify at the GS-09 grade level if you possess one of the following:
A. One (1) year of specialized experience organizing, writing and/or editing responses to queries from the public; preparing and assembling information packages; planning, developing, executing and evaluating the effectivness of an organization's communications policies, activities, initiatives and plans.
B. A Master's or equivalent graduate degree; Two full years of progressively higher level graduate education leading to such a degree; (or an LL.B. or J.D., if related. Admin and Management positions only);
C. A Combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 level. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
You qualify at the GS-11 grade level if you possess one of the following:
At Grade 11: One (1) year of specialized experience writing, developing, editing, and organizing the production and dissemination of official correspondences, newsletters, articles, brochures, special event materials, speeches and email blasts on a timely basis; enhancing, expanding and augmenting civil rights traditional communications efforts; increasing workforce and stakeholders' attention to civil rights initiatives, and accomplishments; communicating civil rights services, goals and achievements; establishing measures which analyze, evaluate, track and monitor the success of civil rights media program; and assisting with civil rights programs, and services, i.e., special emphasis programs, outreach, complaint processing, anti-harassment, disability, reasonable accommodations, partnership in education, and awards.
B. A Ph.D. or equivalent doctoral degree; three full years of progressively higher level graduate education leading to such a degree; (or an LL.M., if related. Admin and Management positions only);

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education
This position does have a positive education requirement. However, you must be a recent graduate of a qualifying degree or certificate program within the past two years.
