Summary

The January 23, 2017 Presidential Memorandum, entitled "Hiring Freeze" ordered government agencies (including the Department of Defense Office of Inspector General, DoD OIG) to freeze all hiring of Federal Civilian employees.  In an effort to ensure DoD OIG is best positioned to resume hiring after the hiring freeze expires and the Office of Management and Budget (OMB) issues its plan to reduce the size of the Federal Government's workforce, DoD OIG will continue its recruitment efforts (post job vacancy announcements, evaluate and screen applicants, interview, etc.)  NO EMPLOYMENT POSITIONS WILL BE FILLED UNTIL RESOLUTION OF THE HIRING FREEZE, or the position qualifies for a hiring exemption pursuant to OMB guidance.  We appreciate your patience and understanding in this process.

This position is located within the Office of the Deputy Inspector General for Policy and Oversight, Investigative Policy and Oversight Directorate. Incumbent will work as a Criminal Investigator in the Violent Crimes Division.

Other Position Requirements

Position has been designated as Critical Sensitive. Incumbent is required to obtain and maintain a Top Secret security clearance.

Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG. Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.

Requires 25% or greater of temporary duty travel (TDY).

Permanent Change of Duty (PCS—Relocation) expenses WILL NOT be paid.

Recruitment incentives WILL NOT be authorized.

If you have not previously successfully completed a trial period with the federal government in a similar position, you will be required to serve a two-year trial period.

Because you will be required to qualify to carry and use government-owned firearms as part of your assigned duties (and maintain this qualification) you are ineligible for this position, if at any time, you have been convicted of a misdemeanor crime of domestic violence, unless the conviction was expunged, set aside, or you received a pardon. The applicant selected for this position must be able to qualify and maintain authorization to carry firearms including no current or previous domestic violence charges/convictions.

Incumbent will be required to work, or be available to work substantial amounts of unscheduled overtime duty based on the needs of the agency, and will receive availability pay, a special form of premium pay fixed at 25% of the adjusted salary (based on location).

Incumbent must possess and maintain a valid state driver's license.

This position requires a pre-employment physical exam and a pre-employment physical readiness test. An annual physical exam & annual physical reediness test is required for the duration of employment.

Qualifications

Basic Requirements: To meet basic requirements, you must have at least one year of  specialized  experience a the GS-12 or equivalent level. Specialized experience is defined as: demonstrated knowledge of and experience in the investigations of violent crimes to include sexual assault, child abuse, domestic violence, and death investigations covered by Federal Statues, the Uniform Code of Military Justice, and other civilian criminal statues.

Education

There is no substitution of education for experience at this level. 

 

Additional information

This position is considered a secondary law enforcement position and is covered under the special retirement provision for secondary law enforcement positions. The applicant must meet all of the following special retirement requirements: (1) Has moved directly (without a break in service exceeding three days) from a rigorous position to a secondary position; (2) Has completed three years of service in a rigorous position; and (3) If the applicant has served in a secondary position continuously (without a break in service of more than three days) since serving in a primary position. If selected, applicants that may meet qualification requirements, but do not meet special retirement coverage requirements, will be placed under the regular Federal Employee retirement coverage.

This is an Excepted Service position. Any appointment made under the provisions of this announcement is excepted from competitive civil service and may require the incumbent serve a trial period. An applicant receiving such an appointment does not acquire competitive civil service status.

Federal employees currently serving in the Competitive Service must acknowledge that they will voluntarily leave the Competitive Service by accepting an offer of employment in the Excepted Service.

Position(s) may be filled by displaced Department of Defense (DoD) employees through the Priority Placement Program.
