This position is within the Department of Defense (DoD), Office of Inspector General (OIG), Office of the Mission Support Team (MST), Chief of Staff (CoS) and is located in Alexandria, VA. The incumbent assists the Administrative Officer (AO) with performing management advisory services related to manpower, human resources, resources management, equipment management, space utilization, travel, security, budget, purchases, and records management.

**The January 23, 2017, Presidential Memorandum, entitled "Hiring Freeze", ordered government agencies (including DoD Office of Inspector General) to freeze all hiring of federal civilian employees.  In an effort to ensure DODIG is best positioned to resume hiring after the hiring freeze expires and the Office of Management and Budget (OMB) issues its plan to reduce the size of the federal government's workforce, DODIG will continue its recruitment efforts (post job vacancy announcements, evaluate and screen applicants, interview, etc.).  NO EMPLOYMENT POSITIONS WILL BE FILLED UNTIL RESOLUTION OF THE HIRING FREEZE, or the position qualified for a hiring exemption pursuant to OMB guidance. Duties

Help

Duties include, but are not limited to:

  • Assists the AO in formulating, justifying, and executing the annual administrative budget, which includes monies for equipment, supplies, services, publications, magazines, training costs, and any projected building renovations.
  • Serves as one of the Property Accountability Officers for accountable property, maintains required controls and records, and conducts or oversees inventory in accordance with applicable policy and regulations.
  • Maintains the calendars for the CoS and/or Deputy CoS; schedules meetings, interviews, teleconferences, and video teleconferences; and coordinates conference room reservations.
  • Assists the AO with serving as liaison for human resources and manpower matters by maintaining a close working relationship with human resources specialists.

Other Position Requirements

Position has been designated as Noncritical Sensitive; incumbent is required to obtain and maintain a Secret security clearance.

The incumbent of this position is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with the DoD OIG.

If you have not previously successfully completed a probationary period with the federal government in a similar position, you will be required to serve a two-year probationary period.

The incumbent must adhere to the DoD Standards of Conduct.

 

Qualifications

For the GS-9 level:

You must have (A) at least 52 weeks of specialized experience at the GS-07 level in the federal service or an equivalent level. Specialized experience is defined as: utilizing administrative policies to provide technical and administrative support to an office; applying technical procedures relating to budget, training, travel, property, and supply; preparing and reviewing correspondence, documents, and reports to ensure accuracy of grammar and format and compliance with relevant policies; analyzing and verifying data and producing reports to perform tasks related to budget, training, travel, time and attendance, and other administrative areas; using Microsoft Office and automated systems used for budget, training, travel, time and attendance and other administrative areas, and preparing electronic mail, correspondence, and spreadsheets; and working with all levels of management and staff to coordinate work and provide information; or (B) at least a Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, or an L.L.B. or J.D. that is related to the work of this position and provided the specific knowledge, skills and abilities to perform successfully the duties of this position; or (C) a combination of the specialized experience and graduate education to meet the minimum qualifications.

For the GS-11 level:

You must have (A) at least 52 weeks of specialized experience at the GS-09 level in the federal service or an equivalent level. Specialized experience is defined as: initiating and managing administrative support functions; serving as a human resources liaison, to include human capital planning and management; drafting personnel actions and awards; correspondence control; reconciling financial data and generating ledgers to monitor budget, to include annual budget and quarterly updates; identifying and recording training opportunities, resolving Defense Travel System issues/inquiries for personnel; using software applications such as e-mail, desktop publishing, calendars, spreadsheets, databases, and graphics programs; managing office equipment and supplies; evaluating operating procedures, administrative controls, and report systems to develop or improve work processes; and using agency IT systems, to include Microsoft Office, SharePoint, Defense Agencies Initiative (DAI) timekeeping, Defense Civilian Personnel Data System (DCPDS), Defense Property Accountability System (DPAS), and Defense Audit Management Information System (DAMIS); or (B) (1) a Ph.D. or equivalent doctoral degree, (2) completed 3 full years of progressively higher level graduate education leading to such a degree, or (3) earned an LL.M. that is related to the work of this position and provided the specific knowledge, skills and abilities to perform successfully the duties of this position; or (C) a combination of the specialized experience and graduate education to meet the minimum qualifications.

Candidates will be further evaluated on the level and quality of their experience and possession of the following relevant competencies in order to determine the level of your qualifications. These competencies include:

  1. Knowledge of policies and procedures governing human resources management, office administration, budget, manpower, management programs, and property accountability
  2. Knowledge of management principles, practices, methods, and techniques
  3. Knowledge of agency structure, mission, functions, goals, objectives, strategic plan, programs, key personnel, and lines of authority
  4. Knowledge of Department of Defense and agency long-term initiatives that affect manpower and funding
  5. Ability to analyze and measure the effectiveness, efficiency, and productivity of administrative programs and develop recommendations for improvement
  6. Ability to perform independent studies to evaluate procedures/processes
  7. Ability to communicate effectively orally and in writing
  8. Ability to interact with civilian senior officials and high-ranking military personnel
