Summary

The Naval Intelligence Community spans across many organizations that provide direct support to the Navy, Marine Corps, U.S. Coast Guard and various Joint and Fleet Commands.   Gain an understanding of the roles and responsibilities of the Navy relative to the broader Intelligence Community and work side by side with your fellow companions throughout the DOD and various other intelligence agencies.

Serves as an expert scientist, engineer, or mathematician at the GG-14/Band 4 level and performs complex and unique assignments regarding scientific and technical intelligence analysis and production relative to a broad field or critical area. Researches, analyzes, evaluates and integrates scientific/engineering data from multiple sources to produce non-standard and innovative assessments and conclusions in his/her assigned area.  Prepares unique and original analyses, assessments, or other products by applying expert judgment and specialized experience in interpreting scientific/engineering information and making decisions which impact agency policy and products. This position is located in Suitland, MD.

A Top Secret security clearance is a requirement of this position and access to Sensitive Compartmented Information (SCI).         Successful completion of a pre-employment drug test is required. A tentative offer of employment will be rescinded if the applicant fails to report to the scheduled drug test appointment.         All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service. Non-DCIPS applicants selected for a DCIPS position must acknowledge in writing, prior to actual appointment to the DCIPS position, that the position for which he or she has been selected is in the excepted service and covered by DCIPS. Federal employees currently serving in the competitive service must also acknowledge that they will voluntarily leave the competitive service by accepting an offer of employment for a DCIPS position. This acknowledgement is necessary as movement between the excepted service and competitive service may be limited if the employee does not possess competitive status.

         

        All new DCIPS employees must successfully complete a two-year trial period.

        Qualifications

        In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered.         Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service (to include military service) equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must demonstrate the following:

        1) Serving as a senior program manager responsible for the design, development, test and/or evaluation functions for Information Warfare (IW) systems; 2) Applying expert knowledge and resourcefulness in developing new methods or research criteria and to establish new policies; 3) Planning and executing system engineering and integration (SE&I) activities, and delivery of SE&I products that define IW programs that are capability-based and employ a spiral development acquisition approach.

        This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience.  Applicants should meet the DAWIA Certification requirements for the Systems Engineering Career Field and be certified at Level II at the time of application.  If you possess DAWIA Certification, please indicate your Certification Level and Career Field information in your resume.
