Summary

This position is that of the Executive Director (ED) for the Space and Naval Warfare Systems Center, Pacific located in San Diego, California.  The ED provides executive direction requiring a high degree of managerial and technical competency in the planning, conduct, execution, and coordination of broad, frequently large-scale, critical research, development, test, and evaluation (RDT&E) and engineering activities focused on advancing the Navy's technological base in command, control, communication, computer, intelligence, surveillance, reconnaissance (C4ISR), cyber, space and the integration of those systems which overarch multi-platforms.  Responsibility covers the full spectrum from basic and applied research through installation and in-service engineering.

This position is an interdisciplinary position and may be filled in any of the following occupational series: 0801 (General Engineer); 1301 (Physical Science); or 1550 (Computer Science)

Help

  • Accountable for technical program planning and execution, oversees the technical direction of diverse research and development programs, systems engineering, and integration in areas such as C4ISR, cyber, space, ocean surveillance systems, and basic and applied research in the science and technology applicable to these systems.
  • Develop overall policy and direct the broad planning of the total technical program and is responsible for all Center planning, including strategic, investment, business, and information resources management.
  • Responsible for the direction of large-scale development and integration programs that advance and introduce new technology to operational users in several areas of technology key to National defense.
  • Lead collaboration across the Naval Research and Development establishment to optimize National work alignment.
  • Direct Center business operations and develop and execute long-term business and investment plans.

Special Requirements:

Selected candidate will be subject to a two-year probationary period in the Senior Executive Service unless required probationary period has been served. Selectee may also be subject to a records review prior to being appointed to this position.

In accordance with Executive Order 12564, applicants selected are required to submit to a drug test and receive a negative drug test result prior to appointment. 

Selectee must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position.  Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Selectee will be required to complete and submit an Executive Personnel Financial Disclosure Report, OGE-278, prior to entering the position and annually thereafter.

All newly appointed career SES leaders must sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.

This position is designated a Critical Acquisition Position (CAP) and is subject to the following quality ranking factors per the Defense Acquisition Workforce Improvement Act (DAWIA) and Department of Defense (DoD) regulations. An applicant must:

1. Be a member of the Acquisition Corps (AC) prior to placement in the position, become a member, or obtain a position assignment waiver from the DACM prior to placement in the position;

2. Meet the Level III Career Field mandatory certification requirements within 24 months after assignment to the position;

3. Have 10 years of acquisition experience, 4 of which were in a critical acquisition position; and

4. Execute a CAP Service Agreement prior to assignment to the position.

Qualifications

MANDATORY TECHNICAL QUALIFICATIONS:

The applicant is to provide a separate narrative statement to each of the following technical qualifications which describes fully, but concisely, how his/her experience supports each of the following qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration.

1. Experience in a research and development environment in a C4ISR-type domain.
2. Knowledge of a shipboard installation environment and in-service support in a C4ISR-type domain.
3. Ability to manage a large government civilian workforce in a research and/or development environment.
4. Experience managing in a Naval Working Capital Fund-type environment including balancing overhead expenses with revenue, workload balancing, project/program management, customer interface, and product delivery.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former SES Career employees are not required to address the ECQs (SES Career employees include only those appointed under Title 5 U.S.C. 3393). A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. The ECQs must not exceed 10 pages.

1. Leading Change: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

2. Leading People: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

3. Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4. Business Acumen: The ability to manage human, financial, and information resources strategically.

5. Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

The Office of Personnel Management has identified the following basic educational requirements for this position:

Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) be in a school of engineering with at least one program accredited by (ABET) as a professional engineering program; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.  -OR- Combination a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional Registration or Licensure: Current registration as a an Engineering Intern (EI), Engineering in Training (EIT) or Licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g. State grandfather or eminence provisions) are eligible only for position that are within or closely related to the specialty field of their registration; or (II) Written Test: Successfully passed the Fundamental of Engineering (FE) examination), or any other written test required for professional registration, which is administered by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering program as described in response A or (IV) Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field , e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (Note: Please see the Qualifications & Education sections of this announcement for a link to the Office of Personnel Management's (OPM) Individual Occupational Requirements. OPM guidance indicates that there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience. This training plan or experience must be well documented and provided at time of application.)

Successful completion of a degree in physical science, or the equivalent, that includes at least 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; or a combination of education and experience demonstrated by courses equivalent to a major in physical science (including at least 24 semester hours in physical science and/or related engineering science), plus appropriate experience or additional education. .
-OR-
Successful completion of a degree in computer science or degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of my 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.
