Summary

This position is located in the Department of Defense (DoD) Office of the Inspector General (OIG), Office of the Comptroller. The Comptroller is responsible for the formulation, development and direction of OIG-wide programs ad activities relating to budgeting, accounting, financial management, management reporting and analysis. The incumbent of this position will work mainly in the area of budget execution.

Duties

Help

Duties as a Financial Specialist include but are not limited to:

  • Monitors the execution of the OIG's approved operating budget to assure that funds are properly allocated and obligated.
  • Administers travel and other funds allocations for the OIG.
  • Reviews accounting data related to travel or other areas to clear unliquidated obligations balances (ULO) and new unobligated obligations (NULO) in the accounting system. Provides reports and works with the Defense Finance and Accounting Service (DFAS) to resolve issues.
  • Assists in the operation of the Defense Travel System (DTS); provides guidance to users; works with the Defense Travel Management Office (DTMO) to resolve system issues.
  • Prepares user instructions and presents briefs/training sessions on DTS and/or related topics. Assists in the preparation of policies and procedures.
  • Interfaces with DTMO, DFAS, other Government and non-Government agencies on travel requirements and issues.
  • Interprets the Joint Federal travel Regulation (JFTR)/Joint Travel Regulation (JTR) for OIG staff.
  • Reviews requests and vouchers and provides guidance to OIG staff and management.
  • Reviews and evaluates changes affecting travel and advises on impact of the revisions.
  • Assists in the management of the Government Travel Charge Card (GTCC) Program; processes applications; provides instructions to users; prepares reports; monitors usage and identifies problems; resolves or recommends solutions.

Position has been designated as Critical Sensitive; incumbent is required to obtain and maintain a Secret security clearance.  

Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.

U.S. Citizenship is required for this position.

Requires less than 20% of temporary duty travel (TDY).

Permanent Change of Duty (PCS—Relocation) expenses WILL NOT be paid.

If you have not previously successfully completed a probationary period with the Federal Government in a similar position, you will be required to serve a one year probationary period.

Qualifications

Specialized Experience: You must have at least 52 weeks of specialized experience equivalent to the GS-11 level in the federal service or an equivalent level. Specialized experience is defined as:  experience in duties such as tracking and analysis of financial and accounting data; monitoring accounts and balances; processing travel requests and vouchers and interpreting travel regulations and policy; or working with Government travel Charge Card Program. 

NOTE:  This position requires DoD Financial Management Certification Level (2).  Applicant must be able to obtain and maintain the DoD Financial Management Certification Level (2) within a maximum of two (2) years after initial entry into the certification program.

Candidates will be further evaluated on the level and quality of their experience and possession of the following relevant competencies in order to determine the level of your qualifications. These competencies include:

Competencies:

Knowledge of the DoD or Federal budget execution process and relevant law and regulation on funds control and availability.

Ability to research and apply Federal and DoD law, regulation and policy on travel and transportation including the Travel and Transportation Reform Act of 1998, Joint Travel Regulations (JTR) and Federal Travel Regulations (FTR)

Ability to utilize the Defense Travel System (DTS), Washington Accounting and Allotment System (WAAS), CitiDirect Card Management System, Citibank Customer Reporting System or comparable systems and to utilize automated tools such as databases, word processing and spreadsheets in financial management tracking and reporting.

Ability to monitor, analyze and report accounting data for obligations and balances

Skill in verbal and written communication.

Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.

All qualification and Time in Grade requirements must be met by the closing date of this announcement

Education

There is no substitution of education for experience at this level.
