Summary

This position is located in the Department of Defense (DoD), Office of the Inspector General (OIG), Financial Management Office.   The Budget Analyst is responsible for participating in all aspects of Planning, Programming, Budgeting, and Execution (PPBE) process. Will also perform a wide variety of analytical and administrative duties connected with the formulation, presentation, and execution of the OIG budget.  This position is located in Alexandria, VA.

Duties

Help

Duties in the Budget Analyst position include but are not limited to: 

  • Identifies and defines problems, conducts analyses, and provides recommendations to OIG leadership for planning, programming, and allocation and execution of resources. Reviews, analyzes, and integrates data to develop recommendations with respect to continuing expanding, reducing, or eliminating various programs at resourcing decision points with the PPBE cycle.
  • Develops the Budget Estimate Submission (BES) and the OIG Program Objective Memorandum (POM). Reviews the budget and program requirements with the OIG senior leadership. Analyzes detailed data to ensure that resources are appropriately allocated to each program and that resources of related programs are compatible in scope and sufficiency.  Performs cost benefit and trade-off analyses among competing budgets and programs to balance the OIG's total obligation authority with both new and established priorities.
  • Reviews Office of Secretary of Defense (OSD) Program Decision Memorandum (PDM) and Program and Budget Decisions (PBD) for impacts on OIG programs, coordinates appeals, and provides recommended positions for senior leader decisions. Analyzes policies, directives, and changes in resource requirements assessing impacts on OIG programs and recommending options to address resulting issues.  Reviews, analyses, and interprets legislation, Congressional language, OMB directives and DoD guidelines to determine resource impact on OIG programs and budgets. 
  • Assists in the preparation of budget hearings, presentations, and defense of estimates before the DoD Comptroller, the Office of Management and Budget (OMB), and Congressional oversight committees.  Prepares written justification and develops backup material in response to specific questions. Prepares reports, statistical and financial tables, charts, and other data that support such estimates.
  • Monitors the execution of the OIG's approved operating budget to assure that funds are properly allocated and are being obligated effectively in support of authorized management objectives. Recommends adjustments, such as redistribution of funds within budget accounts in response to changes in programs, staffing levels, and/or funds available. Exercises budget control through review and approval of the obligation and expenditures of funds for management and administrative purposes.

Position has been designated as Non-critical Sensitive; incumbent is required to obtain and maintain a Secret security clearance.  

Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.

U.S. Citizenship is required for this position.

Requires 10-15% of temporary duty travel (TDY).

Permanent Change of Duty (PCS—Relocation) expenses WILL NOT be paid.

Recruitment incentives MAY be authorized; their use will be determined based on mission requirements and availability of funds.

If you have not previously successfully completed a probationary period with the Federal Government in a similar position, you will be required to serve a one year probationary period.

Qualifications

Basic Requirements:

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.   

GS-13
Applicant must have 1 year (52 weeks) of demonstrated experience at the GS-12 level or equivalent in the Federal service with demonstrated experience developing the President's Budget, Budget Estimate Submission (BES), Program Objective Memorandums (POM), and budget execution and matters there unto pertaining.  Applicant must have demonstrated experience preparing recommendations and statistical and financial reports. Applicant must also have experience monitoring an organizational budget and recommending adjustments based on analyses of data.

NOTE:  This position requires DoD Financial Management Certification Level (2).  Applicant must be able to obtain and maintain the DoD Financial Management Certification Level (2) within a maximum of two (2) years after initial entry into the certification program.
