This position is the Deputy Program Manager for the Department of Defense (DoD) Healthcare Management System Modernization (DHMSM) program office, part of the Program Executive Office (PEO) for Defense Healthcare Management Systems (DHMS) supported by the Defense Health Agency (DHA) for personnel and logistics functions. The mission of PEO DHMS is to transform the delivery of healthcare and advance data sharing through a modernized electronic health record for service members, veterans and their families. PEO DHMS reports directly to the Under Secretary of Defense (USD) for Acquisition, Technology, and Logistics (AT&L). The PEO supports military medical readiness and quality health care services for military personnel, their families, and other beneficiaries through an Electronic Health Records (EHR) modernization initiative called MHS GENESIS and interoperability with the Department of Veterans Affairs and commercial Health Information Exchanges. The program office is geographically located in Rosslyn, Virginia.

The program office, DHMSM, is a tailored Major Automated Information System (MAIS) program established to acquire and field a configurable and scalable modernized Electronic Health Record (EHR) System called MHS GENESIS. DHMSM will address the current state of the Military Health System (MHS), where multiple healthcare legacy systems and data stores, developed over decades, are in need of modernization to ensure and enable sustainability, flexibility, and interoperability, for improved continuity of care.

Help

The successful selectee will perform the following duties:

  • Direct the development and execution of Information Technology (IT) acquisition strategies, goals, plans, processes and procedures for fulfilling the Information Management (IM) requirements of the Military Health System (MHS) based on new or revised legislation.
  • Provide overall direction and guidance for the development, acquisition, testing, product improvements, fielding, and sustainment of major automated information systems, to include Acquisition Categories (ACAT) I and III IT programs and numerous legacy systems.
  • Oversee cost estimating, planning, programming, budgeting, program integration, interoperability, as well as the Earned Value Management Program for efficient expenditure of government funds.
  • Develop the acquisition strategy and program baseline for assigned projects in accordance with DoD acquisition policies and procedures.
  • Redirect efforts by revising priorities, changing emphasis, and transferring resources between projects as necessary to ensure efficient and economical management.
  • Direct development of life cycle documentation for assigned project and defend the system at budget hearings and, if required, at DoD milestone reviews.
  • Prepare briefs and defend systems decision papers or other decision documents at each milestone or In Process Review (IPR) in the life cycle of the project.
  • Supervise a minimum of seven government civilians, to include subordinate supervisors or military program directors.
  • Oversee the work of many contractors supporting the work of the program office.
  • Review and approve selections, promotions and reassignments of personnel, to include approval of task manager and project manager selections.

Positions that are supervisory/managerial require that first time supervisors/managers complete a one-year trial/probationary period if not previously completed in a competitive or other excepted service position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector managing the development or execution of acquisition strategies for an organization's Information Management/Information Technology (IM/IT) program.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. This position has been identified as being in the Program Management Career Field at Level III.
