As a Contract Specialist you will perform the following duties:
Solicitation, administration, close-out and termination of purchase orders and contracts;
Acquiring a wide variety of commodities including but not limited to: furniture, telecommunication equipment, ammunition and service equipment;
Purchasing and/or managing a variety of service contracts including IT support services, financial management services, detention management services and guard services;
Providing technical advice, guidance and legal interpretation in all areas of contracting; and
Developing, implementing and reviewing contracting plans for pre-award, post-award, price/cost analysis and a wide variety of procurement activities.
You will be assigned to support a designated contracting section within Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ). We are seeking competent, experienced and mission focused Contract Specialists for dynamic acquisition assignments in the following areas:
Information Technologies Software and Services
Information Technology Hardware
Mission Support (commercial supplies and services)
Investigation/Law Enforcement Management Support (such as: translation services contracts, guard services contracts, surveillance support/equipment contracts, health services contracts, furniture contracts)
Investigations and Operations Support Dallas (IOSD): Provides mission-based acquisition support to Intelligence, Investigations, Office of Acquisition Management, and to various Office of Director program offices.
Detention, Compliance and Removals (DCR): The DCR division provides acquisition support to ICE Headquarters and Field Offices throughout the country for detention, along with ancillary services and supplies in support of the ICE mission.
Information Technologies Division (ITD): The ITD provides procurement services for Automated Information Systems (AIS), approved Information Technology (IT) services requirements and PBX phone systems.
Mission Support (MS): The MS division awards and administers contracts and interagency agreements for a broad range of supplies and services (other than IT) and provides mission-based acquisition support to various program offices within the ICE Office of the Director.

Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.

Qualifications
BASIC REQUIREMENTS: You must meet the following basic requirements in order to qualify for this position. (A) A 4-year course of study leading to a bachelor's degree with a major in any field;
OR
(B) At least 24 semester hours in any combination of the following fields: accounting, business, finance, laws, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades GS-05 through GS-12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
MINIMUM QUALIFICATIONS: In addition to meeting the basic requirements in paragraphs (A) and (B) above, you must also possess the following minimum qualifications:
GS-09: You qualify for the GS-09 grade level if you possess one of the following:
Experience: One (1) year of specialized experience at the GS-07 grade level performing duties such as:
Reviewing requisitions to determine that proper specification or purchase descriptions are included in solicitation documents;
Interpreting and applying laws, regulations, policies and procedures relevant to contracting and detention issues to include performance based national detention standards, Services Contract Act and the Davis Bacon Act;
Evaluating bids or proposals for compliance with specifications or purchase descriptions and applicable clauses; OR
Education: A master's (or equivalent graduate degree such as a L.L.B/J.D.) or 2 academic years of progressively higher level graduate education leading to such a degree. OR
Combination of Education and Experience: A combination of successfully completed post-high school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
