About the Position:  Fort Drum, the home of the 10th Mountain Division (Light Infantry), is located in Northern New York's picturesque North Country, one of the most historically unique and geographically beautiful areas of the United States, offering bountiful outdoor recreational opportunities from hunting and fishing to winter sports of all types. Fort Drum is approximately 30 miles from Canada, with the Great Lakes to the west, the Adirondack Mountains to the east, and the St. Lawrence River and Thousand Islands in between.

    Help

    This position is located in the Mission Installation and Contracting Command (MICC), Fort Drum NY. In this position you will perform a full range of pre- and post-award procurement actions. You will execute contracts, purchase orders, and task/delivery orders for a wide range of services, supplies, equipment, and construction. You will prepare technical evaluation sheets, schedule technical evaluations, and review evaluations for accuracy. You will schedule, coordinate, and attend site visits for offerors, controls discussions, and amend solicitations to address changes in requirements. You will also administer contracts and orders to assure all terms and conditions are met.

    NOTE: This position may be filled at the developmental grade level; GS-07, GS-08, or at the full-performance grade level GS-09. If the position is filled at the GS-07 or the GS-08 (developmental grade level) the incumbent will have non-competitive promotion potential to the GS-08 and GS-09 grade level. The incumbent will receive assignments that are designed to develop skills and knowledge until reaching the full promotion potential of GS-09.

    Specialized Experience Required for the GS-07: To qualify for the GS-07 position based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Purchasing a variety of equipment, supplies, services, construction, or materials in accordance with regulations; reviewing purchasing requisitions to ensure completeness; and reviewing pre-and-post award procedures for regulatory compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position the Federal service (GS-06).

    Specialized Experience Required for the GS-08: To qualify for the GS-08 position based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Screening purchasing requests and monitoring costs; cost/price evaluation of supplies and services; monitoring performance of contracts and deliverables of purchases; checking requisitions for approvals, adequacy of description, correct quantities, correct contacts, and additional information if required. This definition of specialized experience is typical of work performed at the next lower grade/level position the Federal service (GS-07).

    Specialized Experience Required for the GS-09: To qualify for the GS-09 position based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Screening purchase requests to determine proper authority to purchase, adequacy of description, and availability of funds; evaluating acquisition requirements; documenting the use of special requirements; administering awarded orders; posting proposed actions for public review and issuing pre-solicitation notices; and performing pre- and post-award procurement actions. This definition of specialized experience is typical of work performed at the next lower grade/level position the Federal service (GS-08).

    You will be evaluated on the basis of your level of competency (knowledge, skills, and abilities) in the following areas:

    • Knowledge of Purchasing Methods, Principles, and Practices
    • Knowledge of Contract Processes
    • Ability to Communicate

    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).

    Education

    Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job education is not creditable, you must qualify on experience alone.
