Help

Major duties include: 

  • Assist the Director in overseeing and managing the operations of six GS-15 led Office of Emergency Communications (OEC) branches and assist the CS&C Director, National Cybersecurity Communications Integration Center in the integration of select OEC capabilities.
  • Serve as the Acting Director, OEC Division during the Director's absences.
  • Oversee and develop national policy efforts related to the National Security and Emergency Preparedness (NS/EP) Communications mission area, including the development and implementation of the National Emergency Communications Plan.
  • Prepare the Director to represent DHS before Congress, meetings with senior officials, C-level and elected officials in the public and private sectors.
  • Support the creation of tactical and strategic plans to protect the United States communications infrastructure, critical federally owned or leased NS/EP communications assets and ensures the United States Government and the public safety community has the ability to communicate under all circumstances.
  • Monitor DHS' vital priority programs, such as the Government Emergency Telecommunications Service (GETS), the Wireless Priority Service (WPS), the Shared High Frequency Radio Program, the Telecommunication Service Priority and Special Access Routing Service Programs.
  • Maintain the Department's NS/EP and emergency communications capabilities advances with future communications technology by developing and maintaining DHS's Advanced Technology Capability.
  • Support interagency planning and development efforts for Interoperable Communications Policy, the National Emergency Communications Plan, the Integrated Wireless Network and the Interoperable Communications Technical Assistance Program.
  • Support key public safety and government governance bodies such as the Emergency Communications Preparedness Center (ECPC), the SAFECOM Executive Committee, the President's National Security Telecommunications Advisory Committee (NSTAC), NS/EP Executive Committee.

This position has been designated as SPECIAL-SENSITIVE and requires a security clearance at the TOP SECRET level with special access to secret compartmentalized information (SCI), as the individual will be required to access, process, use, and safeguard classified information.  The employee is required to obtain and maintain this clearance level and failure to do so may result in separation from federal service.

  

This position involves critical duties and responsibilities that must continue to be performed during crises and contingency operations.  Required responsiveness to elevated threat levels may require special considerations, such as temporary relocation and extended or rotational hours of work.

 

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

Technical Qualification(s)-Mandatory

TQ-1: In-depth experience and expert knowledge of public safety and National Security and Emergency Preparedness (NS/EP) incident response and recovery communications capabilities.

TQ-2:  Demonstrated ability to successfully lead the development and implementation of interoperable emergency communications solutions across a large stakeholder base.

Ability to obtain and maintain a Top Secret/SCI security clearance is required for this position.

Probationary period:
You will serve a one-year probationary period unless you previously completed the probationary period in the SES.

The DHS Executive Resources Board (ERB) will review results and make recommendations on final selections to the Appointing Authority where final interviews and reference checks may occur.
