Duties

Help

Major duties include, but are not limited to:
- Conduct or assist in conducting specific studies into problems relating to workforce development
- Serve as a principal analyst on workforce development-related policy, legislation, research, evaluation or development
- Research or evaluate elements of performance measurement and other criteria for assessing program performance within specific workforce development programs
- Serve as project officer for various evaluation, demonstration and research grants
- Assist in the continuing research and development program of computer-assisted assessment into labor market and/or workplace issues
- Develop research agendas for computerized administered and scored test instruments
- Analyze research findings to provide recommendations and options on operational research and demonstration activities
- Participate as a technical liaison specialist in work groups addressing assessment activities
- Present professional opinions and expertise in the area of workforce development analysis
- Coordinate the Office review and approval of work plans and projects to assure timely and complete accomplishment of ETA goals, objectives, and priorities
- Prepare or assist in the development of replies, reports, and analysis regarding policy and guidance on workforce development issues in response to incoming inquiries directed to the Office by other program offices, the Department, other Agencies, and State, local and private agency program administrators

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service.

Specialized experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience: Providing oversight to youth training programs; supervising academic, career technical training, admissions, placement or administrative programs. This experience may have been gained by providing oversite to or working at a Job Corps Program (center, outreach/admissions and/or career transition services) or similar program.

Education

There is no substitution of education for the required specialized experience.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

If you meet the minimum qualifications, you will be evaluated against the evaluation factors below and will be placed into a category based on your vacancy question responses.

Categories - Category A - Meets the basic qualification requirements for the vacancy and has successful experience in the same or similar job that has demonstrated superior proficiency in applying critical competencies required by this position to work of increased levels of difficulty and complexity.
Category B - Meets the basic qualification requirements for the vacancy and demonstrates satisfactory proficiency in the critical competencies required by this position. Category C - Meets the specialized experience described in the minimum qualifications requirements section of this announcement and demonstrates proficiency in the basic competencies.

Evaluation Factors (Competencies) - All qualified applicants will be evaluated on the following key competencies:
1. Program Knowledge- Knowledge of residential programs dealing with youth education and training.
2. Writing Skills- Ability to write consistent, accurate and clear complex correspondence, such as: memorandums, research briefs, Frequently Asked Questions, policy analysis, presentations, talking points, issue papers, and letters to Congressional Representatives, vendors, and the general public.
3. Oral Communication Skills- Ability to present to varied audiences of senior level officials and staff members in a clear, effective, and persuasive manner.
4. Reasoning- Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.
5. Database Management Systems- Knowledge of the uses of database management systems and software to control the organization, storage, retrieval, security, and integrity of data.
6. Research Skills- Ability to find, evaluate, and analyze outside sources of information including statistical findings, labor market trends, and other employment-related data. Applies relevant outside research findings and factors when considering variables that could potentially impact program policy and overall outcomes.

The examining Human Resources Office (HRO) makes the final determination concerning applicant ratings. Your resume MUST provide sufficient information to substantiate your responses to the vacancy questions. If not, the HRO may amend your responses to more accurately reflect the level of competency indicated by the content of your resume. Your evaluation may also include a review by a Human Resources Specialist or panel and may include other assessments (ex. interview, panel review, written test, writing sample, etc.)
