The January 23, 2017 Presidential Memorandum entitled "Hiring Freeze," ordered government agencies to freeze all hiring of Federal civilian employees. In an effort to ensure NSF is best positioned to resume hiring after the hiring freeze expires and the Office of Management and Budget (OMB) issues its plan to reduce the size of the Federal Government's workforce, NSF will continue its recruitment efforts (post job vacancy announcements, evaluate and screen applicants, interview, etc.). NO EMPLOYMENT POSITIONS WILL BE FILLED UNTIL RESOLUTION OF THE HIRING FREEZE, OR THE POSITION QUALIFIES FOR A HIRING EXCEPTION PURSUANT TO OMB GUIDANCE. Individuals appointed as IPAs on a detail to NSF are exempted from the Hiring Freeze. We appreciate your patience and understanding in this process.

The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Career appointees are eligible for bonuses based on performance in addition to base pay. Competitive status is not required, veteran's preference does not apply and there are no grade restrictions. New appointees to the SES are required to serve a one-year probationary period. Final selection of career appointees requires the approval of the U.S. Office of Personnel Management (OPM). OPM approval will be based on the selectee's background in the following five executive core qualification areas: (1) Leading Change, (2) Leading People, (3) Results Driven Leadership, (4) Business Acumen, and (5) Building Coalitions. These areas are incorporated in the five executive/managerial requirements for the position. Information about the leadership requirements for SES-level positions is available on the OPM website.

This position may also be filled on a one-to-three year SES Limited Term Appointment or on an Intergovernmental Personnel Act (IPA) assignment basis. See additional guidance in "Other Information."

The Office of Advanced Cyberinfrastucture (OAC) supports and coordinates the exploration, development, acquisition, and provision of state-of-the-art cyberinfrastructure resources, tools and services essential to the advancement and transformation of science and engineering. OAC also supports forward-looking research and education to expand the future capabilities of the research cyberinfrastructure, and takes a broad view that includes development of software suites and tools, exploration of data science and management for pursuing new scientific and engineering frontiers, and other research-driven capabilities. By fostering a vibrant ecosystem of technologies and the development of a skilled, multidisciplinary workforce of developers, researchers, staff and users, OAC serves the growing community of scientists and engineers across all disciplines, whose work relies on access to computational power, robust community software tools and data, and secure high-speed networking, and expertise in computational and data sciences.

With a staff of approximately 20, OAC has an annual budget of approximately $220 million, and coordinates cyberinfrastructure for all areas of fundamental science and engineering supported by NSF through research grants and awards to universities and other research organizations as well through interaction with all NSF directorates and offices. OAC is positioned within NSF’s Directorate for Computer and Information Science and Engineering (CISE).

The Office Director serves as a member of the CISE and NSF senior management teams and as the Foundation’s principal spokesperson in the area of cyberinfrastructure. The Office Director has managerial and oversight responsibilities for the effective use of office staff and resources in meeting organization goals and objectives. This includes directing the activities of OAC, assessing needs and trends, developing breakthrough opportunities, implementing overall strategic planning, and steering policy formulation and implementation. The Office Director supervises and provides leadership and guidance to senior OAC staff, program officers, administrative and support personnel. The Office Director determines funding requirements, prepares and justifies budget estimates, balances program needs, allocates resources, oversees the evaluation of proposals and recommendations for awards and declinations, and represents NSF to relevant external groups. The Office Director fosters partnerships with NSF’s Directorates/Divisions/Offices, Federal agencies, scientific organizations and the academic community.

Essential

1. Ph.D. or equivalent professional experience or a combination of education and equivalent experience in computing and/or computational science and engineering fields.

2. Knowledge of Federal, academic and industrial research and education initiatives focused on state-of-the-art computing and cyberinfrastructure exploration, development, acquisition and provision.

3. Experience with leading the development and implementation of an organizational cyberinfrastructure vision designed to meet the diverse needs of the science and engineering research and education communities.

4. Demonstrated knowledge and ability to plan, prioritize, coordinate and manage large, complex cyberinfrastructure projects.

5. Skill in recognizing, developing and implementing approaches and programs, which build on the expertise and knowledge of researchers and educators in multiple disciplines to develop solutions to important cross-cutting research and education problems.

6. Broad knowledge of the computing and communications industries and their underlying technologies.

Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive/Managerial Qualifications (ECQs/EMs); but a narrative statement for each of the Professional/Technical Qualifications (PTQs) is recommended.

Additional information

NSF is relocating! In late summer of 2017, NSF will begin transition from its current location in Arlington, Virginia to 2415 Eisenhower Avenue, Alexandria, VA 22314. The new location is adjacent to Eisenhower Avenue Metro Station on the Yellow Line, and has ample parking and amenities (hotels, restaurants, and shops) nearby.
