Summary

This position is located in the Office of Prese Relations, Bureau of Public Affairs (PA/PRS). The Public Affairs Specialist plans and directs media attendance and coverage at meetings involving the Secretary of State and other principal Department officials.

This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

Help

At the GS-11 level, the incumbent performs essentially the same duties as outlined below however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision than the GS-12 level.

  • Plans, develops, arranges and sees to the successful execution of media photo sessions with the Secretary of State and visiting dignitaries. These photographic events involve all major US and foreign media; their product is broadcast and/or printed worldwide.
  • Negotiates with news media representatives when events are “pooled”—i.e., working out arrangements whereby some media are excluded but provided footage from those permitted to cover the event.
  • Plans, develops and arranges for the credentialing of media representatives for special news events involving participation by the Secretary of State. Advises press of event and oversee the checking of bona fides of journalists applying credentials. Designs and arranges for the production of special credentials. Oversee timely distribution of credentials.
  • Oversees the effective, efficient functioning of the Press Office support staff, resolving routine problems on his/her own and referring to his/her supervisors only the more complex, difficult problems.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications.

Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying. Applicants applying for the GS-11 grade level must meet one of the following requirements:

A. Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

- Experience developing, arranging and seeing to the successful execution of media photo sessions with dignitaries.

- Experience responding to telephone and in-person queries from the media on foreign policy issues.


OR

B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. from an accredited college or university.

OR

C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position.

Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of
graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%.

Applicants applying for the GS-12 grade:

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and
abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

- Experience developing, arranging and seeing to the successful execution of media photo sessions with dignitaries.

- Experience deciding what events and/or meetings will be covered by the media.

- Experience resolving routine press office problems. (i.e. press pass processing, prodcutions/distribution, security requirements, etc)

There is no substitute of education for specialized experience for the GS-12 position.
