Summary

The Tribal Relations Advisor position is located within the Department of the Interior, Office of the Secretary, Office of Land Buy-Back. The Advisor for Tribal Relations serves a critical role in the formulation and implementation of strategies designed to reduce fractionation through increased awareness, outreach, and utilization of the Land Buy-Back Program. The Advisor for Tribal Relations is a principal liaison and point of contact for all Tribal outreach initiatives, including the identification and synergistic implementation of Tribal priorities.

This position will be located in Arlington, VA

This vacancy may be used to fill additional positions as vacancies become available.

Salary Information:

GS-11: $64,650-$84,044 per annum. GS-12: $77,490-$100,736 per annum.

First time hires to the Federal government normally start at the lower salary range of the grade level.

This vacancy is also announced as OS-1000-17-IB-016(DEU) for those applicants who wish to apply and be considered under Competitive Examining procedures.

The Office of the Secretary has determined the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Weekend work may be required.

This is a permanent, full-time, career/career conditional appointment.

Help

At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:

1) Builds and fosters collaborative relationships with Tribal Governments and Tribal Organizations.

2) Serves as a primary contact for Indian Tribes, Tribal Organizations, and individual Indians regarding the land consolidation program.

3) Assists in developing, approving, executing, and overseeing assigned aspects of cooperative agreements, including drafting Requests for Proposals and evaluating responses.

4) Assists in developing strategic, multi-faceted outreach plans to increase awareness of the consolidation program.

5) Responsible for ensuring Program Managers are aware of all of the overarching issues that relate to successful implementation of the land consolidation plan; including Tribal perspectives and ideas related to improvement of the land consolidation program.

Qualifications

Minimum Qualification Requirements:

To qualify for this position you must meet the Specialized Experience for the grade to which you are applying.

GS-11:
ALL applicants must meet the requirements for the GS-11 level by one of the following means:

A. Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as demonstrated experience: (1) successfully interacting with senior leaders (tribal and/or governmental), representatives as well as subject matter experts, and support staff in order to coordinate or advise on work efforts, resolve operating problems, and gather or exchange information, and (2) conveying executive decisions, policies and views in a manner which influences, motivates or persuades persons or groups to accept opinions or take actions related to advancing identified goals and objectives, OR;

B. Education: Ph.D. or equivalent doctoral degree or 3 full years of higher level graduate education leading to such a degree or LL.M., if related. (Transcripts Required),OR;

C. Combination: A combination of specialized experience and education that totals 100% of the experience requirement. (Transcripts Required)

GS-12:

Note:At the GS-12 level you maynotsubstitute education for experience.

To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as demonstrated experience: (1) successfully interacting with senior leaders (tribal and/or governmental), representatives as well as subject matter experts, and support staff in order to coordinate or advise on work efforts, resolve operating problems, and gather or exchange information; and (2) conveying executive decisions, policies and views in a manner which influences, motivates or persuades persons or groups to accept opinions or take actions related to advancing identified goals and objectives, and (3) monitoring the quality, consistency, content, and flow of information and ensuring timely completion of required responses or actions; and (4) communicating limitations and constraints that may necessitate sometimes unpopular decisions or directions.
