At the full performance level, the individual selected for this position will...
Serve as spokesperson for NOAA’s National Weather Service.
Communicate daily with the news media about weather forecasting ans severe weather events.
Build relationships with journalists and be considered a trusted source of information about the agency's science, service, and policies.
Advise managers and scientists about media relations and arranges media interviews, news conferences, and pitch news stories.
Proactively writes, with minimal guidance, news releases, talking points, communications plans, letters-to-the-editor, op-eds, and social media posts (Twitter, Facebook, etc.).
The duties are performed in collaboration with the Department of Commerce Office of Public Affairs.
Required to pass a background investigation and fingerprint check.
Must be suitable for Federal employment.
Must be registered for Selective Service, if applicable (www.sss.gov)

Qualifications

EDUCATION: There are no positive education requirements for this position.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZA-3:
SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
Writing and editing news releases, communications plans, web stories and other written communications on scientific topics related to an organization's programs
Using mock interviews and talking points to prepare officials for media interviews
Using social media platforms (i.e., Twitter, Facebook, etc.,) to communicate information to the public and the news media
Building relationships with reporters, editors and producers to cultivate news coverage (i.e., pitch stories, promote organization’s missions, etc.,)
OR
SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
COMBINATION OF EDUCATION AND EXPERIENCE: An equivalent combination of graduate level education and specialized experience is qualifying.
