This position is located in the U.S. Department of Labor (DOL), Office of Workers' Compensation Programs (OWCP), Division of Financial Administration (DFA), Branch of Accounting and Financial Statements (BAFS) located in Washington, District of Columbia.

This Branch records OWCP’s financial transactions, according to Federal guidelines and analyzes; verifies; and reports the results. The Branch provides support services to OWCP Programs in the areas of financial management and accounting, analysis, and financial statement audit activities.

Selection(s) can be made at either advertised grade level.

This position has promotion potential to GS-12. Promotion Potential: There is no obligation to provide future promotions to you if you are selected. Future promotions are dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and supervisory approval.

This position is inside the bargaining unit.

Duties

Help

If selected for this position, you will serve as a Systems Accountant. The Systems Accountant is responsible for performing a variety of accounting duties related to the administration and control of accounting data and documents as reflected in the Department of Labor financial accounting system and supporting sub-systems. Works with Accountants, Department of Labor Officials, U.S. Department of Treasury, U.S. Office of Management and Budget, and the U.S. Government Accountability Office.

Responsible for ensuring that proper financial policies, financial controls, guidelines and procedures are practiced in operations that provide accountability of all the financial activity associated with the administering the OWCP benefits program and funds.

Participates in designing, testing, implementing, and modifying accounting sub-systems that produce appropriate data disclosure, data entry, data transmission, and fiscal accountability reports.

Develops procedures and directives in the response to policy decisions by Department of Labor Management Officials, or in response to a perceived need, or as new directives are received from the U.S. Department of Treasury, U.S. Office of Management and Budget, and the U.S. Government Accountability Office that affect program fiscal operations.

b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Qualifications

IN ADDITION TO MEETING THE BASIC EDUCATION REQUIREMENT, ALL APPLICANTS MUST EITHER POSSESS THE SPECIALIZED EXPERIENCE OR MEET THE REQUIREMENTS FOR EDUCATIONAL SUBSTITUTION AS STATED BELOW.

GS-11: Applicants must have at least 52 weeks experience at the next lower level in the normal career progression of the position being filled. When compared to Federal experience, this experience must be equivalent to at least the next lower grade level of GS-09. This experience may have been gained either in the Federal or Private sectors, demonstrating a strong knowledge of accounting and auditing theories, practices, methods and techniques in order to independently plan and conduct a variety of assignments or investigations. Examples of specialized experience include:

  1. Utilizing generally accepted accounting principles, concepts, and practices;
  2. Maintaining, balancing, and closing accounts in an accounting system with subdivision accounts;
  3. Analyzing the interrelationships of accounts that are affected by valid transactions;
  4. Experience with the relationships that exist among standard general ledger accounts and experience in proposing correcting entries.

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

Or

A combination of education and experience.

GS-12: Applicants must have at least 52 weeks experience at the next lower level in the normal career progression of the position being filled. When compared to Federal experience, this experience must be equivalent to at least the next lower grade level of GS-11. This experience may have been gained either in the Federal or Private sectors, demonstrating a comprehensive professional knowledge Federal accounting of the laws, regulations, principles, and practices in order to provide advanced technical guidance and support for a large and complex accounting and financial management system. Examples of specialized experience include:
  1. Experience performing intricate accounting and/or financial management functions for an organization, and providing input on accounting or financial policies and procedures to agency management:
  2. Analyzing accounting system effectiveness, and trends or anomalies in system transactions and their significance to ongoing agency programs/operations;
  3. Modifying and adapting conventional accounting and analytical techniques to solve a variety of accounting problems;
  4. Evaluating and resolving complex accounting problems, interpreting policies on accounting principles and standards; and/or
  5. Preparing status of funds, reconciliations, journal vouchers and financial statements.
There is no educational substitution for the GS-12 grade level.

Education

Basic Education Requirement: All applicants must meet one of the following educational requirements:

Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Or

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
