Help

Provides technical information, guidance and assistance in response to written, telephonic and walk-in inquiries from the plan administrators, participants and beneficiaries, members of congress, and the general public on the rights and benefits of individuals under ERISA, COBRA, ACA, the Health Insurance Portability and Accountability Act of 1996 (HIPAA), Mental Health Parity and Addiction on Equity Act, Newborns' and Mothers' Health Protection Act, Women's Health and Cancer Rights Act, Genetic Information Non-Discrimination Act, Michelle's law and other related statutes.

Conducts detailed fact-finding and researches, analyzes and applies and provisions of statutes mentioned above.

Advises participants, beneficiaries and plan administrators in resolving differences about benefit eligibility by providing explanations of statutes mentioned above.

Works with plan sponsors and employee benefits on behalf of plan participants to resolve disputes regarding plan-wide participant contribution and abandoned plan complaints through informal dispute resolution.

Qualifications

One year of progressively responsible experience that demonstrates the ability to provide assistance and educational information to individuals, employers, special interest and other groups in the employee benefits field. To be creditable, at least one year of specialized experience must have been at a level of difficulty and responsibility comparable to the GS-9 level in the federal service for the GS-11.

Examples of Specialized Experience: Experience may have been gained in government, pension and health benefit plan administration; or in a consulting firm, law firm, actuarial or accounting firm; in a labor union, health and pension trade association; or in a research service, bank trust department, brokerage firms, insurance companies, or investment firms. Experience as a compliance inspector, analyst, planner or investigator whose work is related to the field of employee benefit plans and/or Federal and/or state financial regulatory statutes and the responsibilities described under 'Position Duties and Responsibilities.' Experience in closely related occupations involving specialized work directly involved in the assessing or assuring finance-related regulatory compliance, such as financial auditing, provided the experience clearly demonstrated the application of: (1) knowledge of the laws, regulations and administrative procedures involved in assessing and assuring compliance and (2) skill in the use of techniques and methods for the identification and correction of regulatory violations. Professional legal work, a substantial portion of which required interpretation of Federal laws and legal requirements concerning health and pension plans or in such related fields as labor law, taxation, securities, real estate, corporations, trusts, bankruptcy, and investments. Professional auditing and accounting work that involved determining compliance with Federal and State laws governing health and pension plans, securities, banking, insurance or corporations. Analysis of Federal laws or regulations, or development of policy involving an employee benefit plan or a related function.

Educational Substitution: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related in a related major such as Business Administration, Public Administration, Law and Criminal Justice
