This position is located in the Department of Labor, Office of Federal Contract Compliance Programs (OFCCP) in San Francisco, CA.

OFCCP administers and enforces legal authorities that require equal employment opportunity: Executive Order 11246, as amended; Section 503 of the Rehabilitation Act of 1973, as amended; and the Vietnam Veterans' Readjustment Assistance Act of 1974, as amended (38 U.S.C. 4212). This position has promotion potential to GS-12. There is no obligation to provide future promotions to you if you are selected. Duties

Help

  • Conducts evaluations to determine if contractors’ affirmative action programs contain acceptable hiring and promotion plans.
  • Negotiates agreements for acceptable affirmative action programs. Recommend sanctions if applicable laws and regulations are not met after negotiation, mediation and conciliation efforts have been completed.
  • Evaluates policies and practices and provide technical guidance in developing affirmative action programs.
  • Performs mathematical and statistical functions while evaluating cases and conducting investigations.
  • Evaluates records, conducts surveys, conducts in-depth interviews particularly dealing with complaints of employment discrimination including those based on sexual orientation and/or gender identity. Take testimony from witnesses.
  • Performs computer functions, utilizing all available automation. Compile reports, letters and memoranda.

Qualifications

GS-09 level: You must have 1 year specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal Service. Specialized experience is experience implementing contract compliance regulations for supply/service and construction contractors. This includes responsibility for analyzing employment practices, determining whether those practices discriminate against protected group members, and investigating and resolving complex pattern and practice discrimination complaints.

Examples of qualifying specialized experience include: Developing information from reports, financial data, official documents and systems reports related to employment activity, compensation systems, or complex personnel systems or complex data and records systems; conducting investigative interviews regarding employment practices, and compensation systems; evaluating complex data systems, and using statistical programs and software to build databases to analyze and evaluate data. Experience reviewing, evaluating, and investigating discriminatory practices related to protected classes, for example, gender, LGBT, and other diverse groups. Skill in interviewing and investigative techniques, including complaints of employment discrimination based on sexual orientation and/or gender identity and/or issues including discrimination based on HIV/AIDS.

Technical Competence- works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Statistics– Knowledge of mathematical and statistical concepts, principles, formulas, and practices.
