These positions are located in the Department of Labor, Mine Safety and Health Administration, Pittsburgh Safety and Health Technology Center (PSHTC) in South Park, PA in the Mine Electrical Systems Division and the Mine Waste and Geotechnical Engineering Division.

- These positions are inside of the bargaining unit;
- Multiple selections will be made from this vacancy announcement;
- These are student internship appointments expected to last for more than one year;
- To be appointed you must be enrolled or accepted for enrollment on at least a half-time basis at a qualifying academic institution at the time of appointment, maintain such enrollment throughout the duration of the appointment;
- Upon completion of requirements for graduation and successful completion of the internship, the appointee may become eligible for non-competitive conversion to a term or permanent position in the competitive service provided successful completion of a certified Engineering program.
- The full performance level of the Engineering positions converted under a Career Ladder position is GS-12;
- Appointees must sign a DOL Pathways Intern Program Participant Agreement;
- The entire duration of the internship is a trial period;
- Appointees must be a U.S. citizen in order to be eligible for conversion to a permanent position;
-These internship opportunities require those selected to be available for duty at the MSHA Pittsburgh Safety and Health Technology Center (PSHTC) located in South Park, PA (located just outside of Pittsburgh, PA). MSHA is not responsible for providing temporary housing, transportation or relocation expenses.

Help

The students selected for these opportunities will work with professionals and scientists performing non-clerical duties to gain experience in engineering and/or sciences.
The Mine Electrical Systems Division provides electrical engineering services related to the safe use of electricity and electrical machinery during the extraction and processing of mineral resources. The technical work areas include: elevators, hoists, surface mining equipment controls, power electronics, computer control, communications, and power distribution. The Division engineers disseminate technical procedures for the safe use, installation, maintenance and testing of these electrical systems and equipment. The Division engineers develop specialized test equipment, devices, and instruments needed to make these evaluations. The Division engineers are currently researching and testing seismic instrumentation to detect the location of miners trapped underground during mine emergencies.
The Mine Waste and Geotechnical Engineering Division provides technical services, consultation, and training to Federal and State mining officials, the mining industry, and others. The Division’s primary work is in the area of hazards associated with dam construction and operation and the integrity of natural and man-made embankments. Other work areas, which constitute a significant part of the Division’s work, include complex safety problems related to geotechnical issues, ground stability, surface haulage, structural safety, and mining near bodies of water. Applied research studies, site investigations, plan reviews, and in-depth engineering evaluations are made of conditions, practices, and engineering aspects involved in each of these areas.

Qualifications

Applicants for these positions must meet the definition of a CURRENTLY ENROLLED STUDENT as outlined several times throughout this vacancy. If you do not meet this definition, you will not be considered. Applicants may qualify via education only. To do so, applicants must meet the levels of studies listed below.
FOR GS-03: currently enrolled and have completed at least 1 academic year of post-high school study working toward an Engineering degree.
FOR GS-04: currently enrolled and have completed at least 2 academic years of post-high school or associate's degree once again working on a track of study leading toward an Engineering degree.

Examples of specialized experience that may be helpful for these types of positions are listed below:
Students wanting to study and work in the fields of dam, geotechnical, or structural safety; or digital signal processing are highly desired. While not required, student familiarity with mining concepts and equipment is beneficial. Highly qualified candidates are enrolled in an educational program leading to a Degree in Civil or Electrical Engineering.

Education

EDUCATION:
APPLIES TO ALL APPLICANTS: To be eligible for appointment, you must be currently enrolled or accepted for enrollment on at least a half-time basis at a qualifying educational institution, for the purpose of obtaining a degree in ENGINEERING.
Current students must have a grade-point average of 2.0 or higher on a 4.0 scale. If appointed, you must maintain such grade point average throughout the duration of the internship.

You must submit with your application a current academic transcript and/or other official documentation from your academic institution demonstrating your eligibility for appointment. See the “Required Documents” section of this announcement.
In addition, if you wish to use your education as a basis for meeting the minimum qualification requirements for this position, you must submit academic transcripts demonstrating that you meet the qualifying educational requirements.

If specific course work is required to fulfill the minimum qualification requirements, you must supply transcripts from each academic institution in which the required courses were taken in order to receive credit for that course work. See the "Qualifications and Evaluations" section of this announcement for more details.

If you do not submit sufficient academic documentation necessary to demonstrate that you meet the eligibility and minimum qualification requirements described in this announcement, your application will be deemed incomplete and you will be ineligible for further consideration for this vacancy.

Category B - Meets the basic qualification requirements for the vacancy and demonstrates satisfactory proficiency in the critical competencies by this position.
Category C - Meets the specialized experience described in the minimum qualifications requirements section of this announcement and demonstrates proficiency in the basic competencies.

Evaluation Factors (Competencies) - All qualified applicants will be evaluated on the following key competencies:
Professional Engineering Knowledge: Knowledge of theoretical /scientific concepts and principles as would typically be acquired through one or more years of academic study above high school. Basic knowledge statics, dynamics, strength of materials in order to in order to participate in the review and evaluation of engineering problems, safety plans, and training programs.
Communication skills: Ability to write detailed, descriptive reports in order to document the findings from site inspections, surveys, and investigations. Able to effectively communicate with co-workers and the public including: participate in meetings, assisting other engineers making oral presentations, and assist other engineers with writing reports and/or memos summarizing findings.
Computer skills: Ability to work with computers and computer programs including but not limited to Word, Excel, PowerPoint, AutoCAD, and Adobe Writer. Have the ability to make modifications on existing spreadsheets and perform file manipulations related to specific remote terminal usage, after having been trained in these procedures.
