This vacancy is for multiple Program Analyst positions in the Associate Director for Field Operations located at the U.S. Census Bureau Headquarters in Suitland, Maryland.

The Census Bureau is accessible from the Metro Rail Green Line -Suitland Station.

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

Relocation expenses may be paid.

This is a BARGAINING unit position.

This is an open continuous announcement. The initial cut off date for referral is October 20, 2016. After this date, additional referral lists will be created as vacancies are available. This announcement covers multiple positions within the various Directorates of the U.S Census Bureau.

The individual selected for this position will:

  • Analyze and manage various projects and activities timeline for a regional decentralized staff as well as providing technical advice on program operations.
  • Plan, develop, review, edit monitor and evaluate material against program objectives established for regional offices and/ or a decentralized staff.
  • Communicate the progress of on-going activities effectively in situations where frequent changes, delays or unexpected events could cause major shifting in priorities, timetables or work assignments.
  • Conducts research and writing instructional material such as operational manuals and guides based on agency procedures.

Qualifications

Specialized Experience:

GG-09: You must have one year of specialized experience equivalent to the GS-07 level. Specialized experience includes assisting in the development, design, documentation, and implementation of reports; analyzing and monitoring various projects and program activity timelines;monitoring, reporting, and communicating the progress of program operations and preparing recommendations; assessing the productivity, effectiveness, and efficiency of program operations, identifying requirements, working with software packages to develop reports and presentation materials that includes handouts, overheads, and/or participant materials; conducting studies of work procedures and functions; providing technical advice on program operations; preparing data summaries for inclusion in routine and special reports.

OR

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education.

GG-11: You must have one year of specialized experience equivalent to the GS-09 level. Specialized experience includes coordinating, preparing and performing the necessary steps to complete reports; analyzing and monitoring various projects and activity timelines; assessing the productivity, effectiveness, and efficiency of program operations, identifying requirements, and providing recommendations to supervisors and management; monitoring, reporting, and communicating the progress of programs; reviewing, verifying, and analyzing data; providing technical advice on program operations; writing strategic or operational plans, conducting needs analysis, id performance measures, risks and contingency plans for programs and projects; identify problems and make recommendations; conducting studies of work procedures and functions; preparing data summaries for inclusion in routine and special reports.

OR

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education.

GG-12: You must have one year of specialized experience equivalent to the GS-11 level. Specialized experience includes; planning, coordinating, evaluating, and interpreting the necessary steps to complete reports; analyzing and managing various projects and activity timelines; conducting studies that assess the productivity, effectiveness, and efficiency of program operations, identifying requirements, and providing recommendations to supervisors and management; reviewing, verifying, and analyzing data; providing technical advice on program operations; writing strategic or operational plans, conducting needs analysis, id performance measures, risks and contingency plans for programs and projects;writing and speaking on technical subjects; identifying difficult problems and developing solutions that do not have readily available precedents; making independent decisions affecting the daily operation of programs and adapting methods to specific work situations; conducting studies of work procedures and functions; preparing data summaries for inclusion in routine and special reports.

Education cannot be substituted for experience at this grade level.

  • Skill in conducting research, writing training materials, operational manuals and guides in a manner easily understood by the average user.
