Help

The Medical Officer provides professional health care services for the federal prisoners confined at this facility and/or provides consultative services via the BOP telehealth network to assigned facilities.

Responsible for meeting the health needs (both physical and/or mental) of the inmates assigned to his/her caseload. This caseload may be served remotely via telehealth services.

Responsible for providing psychiatric evaluation, diagnosis, treatment, and programs for patients suspected of having mental disorders. Incumbent is responsible for the development of the master treatment plan and or mental health component of the ambulatory treatment plan and subsequent reviews for patients under his/her care and is directly responsible for the continuity of psychiatric care given to the patients assigned to his/her caseload.

In working with other members of the healthcare treatment team, incumbent provides psychiatric services to ensure optimal mental health for inmates and provides direction in achieving the psychological climate and environment conducive to the rehabilitation of the criminal offender.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

Qualifications

Candidates should provide clearly delineated information on:

1) Scope of present practice, i.e., direct patient care, supervision of subordinates, national consultant, etc.
2) Complexity of current practice, i.e., forensic evaluation, neuropsychiatry, etc.
3) Specialized training, if any (addiction, dual diagnosis, DBT, CPT, or IPT training, psychosomatic fellowship training, etc.)
4) Experience with special mental health programs, i.e., self-harm behaviors, gender dysphoria, etc.
5) Primary (and secondary) board certification(s)
6) Specific professional accomplishments, i.e., publications, university positions held, professional organization positions held, presentations, national psychiatry awards, etc.
7) Multi-lingual capabilities as it relates to professional practice.
8) Specific correctional psychiatry experience, if any.

To be considered for the position, you must meet the following qualification requirements.

Basic Requirements:

Degree: Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation. A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country).

Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathy degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in an institution accredited for such training. (This 1 year of supervised experience may be waived for research or administrative positions not requiring direct patient care.) Graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Listings of accredited programs are published yearly in the Directory of Residency Training Programs and the Yearbook and Directory of Osteopathic Physicians.

AND

Licensure: For positions involving patient care, candidates must have a permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Education

There is no substitution of education for specialized experience.

Experience

Specialist positions require graduate training and experience related to the specialty and subspecialty of the position to be filled. Experience may not be substituted for training essential for performing specialized duties.

GS-13: Applicants must have 3 years of residency training in the specialty of the position to be filled or equivalent experience and training. Some examples of qualifying experience are:

  • Experience monitoring and evaluating quality of patient care, providing data to and securing data from other agencies or committees as required.
  • Experience developing master treatment plans and subsequent reviews for patients under his/her care and is directly responsible for the continuity of psychiatric care.
  • Experience ensuring all court directed evaluations and reports are carried out within the established guidelines of the courts.
GS-14: Applicants must have 4 years of residency training in the specialty of the position to be filled or equivalent experience and training. Some examples of qualifying experience are:
  • Experience providing inpatients/outpatients medical care in all aspects of health care delivery in accordance with current accepted medical practice and procedures.
  • Experience providing physical examinations, physical assessment in correlation with historical findings, records preliminary objective findings.
  • Experience providing treatment, emergency medical/surgical services as required, treat severe trauma cases rehabilitative, diagnostic modalities and prescribing medication.
GS-15: Applicants must have 5 years of residency training in the specialty of the position to be filled or equivalent experience and training. Some examples of qualifying experience are:
  • Experience monitoring and evaluating quality of patient care, providing data to and securing data from the Quality Assurance Committee and other agencies or committees as required.
  • Experience making recommendations on matters of policy, procedures, training, personnel, and equipment as related to specific area of responsibility and expertise.
Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (number of hours worked per week) spent in the activities.

Special Conditions of Employment Section:

Appointment is subject to satisfactory completion of a pre-employment and panel interview, urinalysis, physical, and background investigation. All applicants are subject to, and must satisfactorily pass all screening requirements in relation to National Crime Information Center (NCIC) and credit check.

All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm.

The Core Value Assessment (CVA) is an in-person assessment that must be facilitated at a Bureau of Prisons Human Resource Servicing office. On the day of the scheduled interview, a CVA will be administered. The applicant assessment must be completed within a 70 minute time period and a passing score must be obtained. Further employment consideration will not be extended if the applicant fails to complete the examination or fails to achieve a passing score. Note: The Core Value Assessment will not be administered to current BOP employees.

Successful completion of the "Introduction to Correctional Techniques," three-week training course at Glynco, Georgia is required.

This position has been identified as test designated. Incumbents will be subject to urinalysis testing under the BOP Drug Free Workplace Plan.
