This vacancy is for a FEW Project Management Specialist positions in the any division located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

Relocation expenses may be paid.

This is a BARGAINING unit position.

This position may be filled through means other than the competitive promotion process.

Help

The individual selected for this position will:

  • Create large portions of project schedules and plans using MS-Project and other project management tools.
  • Develop project documents, such as charters, resource agreements, and other project management life cycle document deliverables, working independently on routine assignments and refer to senior project manager for guidance as needed.
  • Track project progress for various portions of a project life cycle.
  • Provide timely communication with various stakeholders to ensure project tasks are completed within identified deadlines.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS:

You must have the education or experience listed below or a combination of both.

GRADE 9

Specialized Experience:

For GS-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal services. Experience for this position is work experience applying project management principles, methods, techniques, and tools such as MS Project; developing project charters; creating portions of project life cycle plans; providing timely oral and written communication to assist senior management in making presentations; assisting in stakeholder and risk management; and assisting in capturing and delivering project lessons learned.

Education:

Master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree that provided you with the knowledge, skills, and abilities necessary to perform the work of a Project Management Specialist.

GRADE 11

Specialized Experience:

For GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal services. Experience for this position is experience applying project management principles, methods, techniques, and tools such as MS Project; developing project charters, and project management plans; creating extensive portions of project schedules; tracking and reporting on project progress; identifying project risk, best practices, and making recommendations to senior management to improve project flow; capturing, delivering, and implementing project lessons learned; and prepare written communications and make presentations to stakeholders.

Education:

Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree that provided you with the knowledge, skills, and abilities necessary to perform the work of a Project Management Specialist.

The scored occupational questionnaire will evaluate you on the following competencies; please do not provide a separate written response:
  • Ability to apply project management tools, techniques, and project management methodology practices to carry out various projects.
  • Ability to work with senior staff to create and manage cross-functional teams with matrix alliances.
  • Ability to coordinate and integrate a variety of activities from multiple work areas working closely with senior staff to complete various projects.
  • Knowledge of the project life cycle.
  • Ability to give in person or written updates and assist senior staff in preparing written communications and presentations.
3. Referral: If you are among the top qualified candidates, your application will be referred to a selecting official for consideration and possible interview. In addition, if you meet the minimum qualifications, we will compare the required documentation to your responses on the scored occupational questionnaire and place you in one of three pre-defined categories. These categories are "gold", "silver", and "bronze". Candidates placed in the "gold" category will be identified for referral to the hiring manager and may be invited for an interview.
