EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Help

This position is in FEMA’s Office of the Administrator, Office of Disability Integration and Coordination. ODIC leads FEMA’s commitment to achieving whole community emergency management, inclusive of individuals with disabilities and others with access and functional needs, by providing guidance, tools, methods, and strategies to establish equal physical, program and effective communication access. Typical assignments include:

  • Representing senior management in liaison and coordination activities with a variety of representatives from various segments of Federal, State, local, and Tribal governments, private industry and other having an interest in DHS/FEMA’s programs and policies.
  • Gathering and reviewing information pertinent to special projects, problems, and issues.
  • Performing a variety of expert level studies and projects for the purpose of evaluating feasibility and requirements.
  • Analyzing and reviewing recommendations developed from these studies.
  • Researching, developing and drafting position papers, briefings and speeches for management.

You qualify for this position at the GS-15 level (starting salary $131,767) if you possess the following:
One full year of specialized experience at the GS-14 level that demonstrates:(1) Gathering and reviewing issues regarding disability across federal, state and local governments and private industry; (2) Performing studies on disability policy issues; (3) Analyzing and evaluating data on disability policy issues to determine effectiveness of current operations; and (4) Recommending guidelines, program objectives and goals.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 days of the closing date of this announcement.
