This position is located with the National Disaster Medical System (NDMS). NDMS supports state, local, tribal and territorial (SLTT) authorities following disasters and emergencies by supplementing health and medical systems and response capabilities. The HHS Office of the Administration for Strategic Preparedness and Response (ASPR), in its role as Coordinator of Emergency Support Function 8 (ESF-8), Public Health and Medical Services, of the National Response Framework, employs the NDMS to provide patientcare, patient movement, and definitive care, as well as veterinary services, and fatality management support when requested by authorities from states, localities, tribes and territories, or other federal departments. In a disease outbreak, they may provide mass prophylaxis. During a special event, they stand ready to serve in case of an emergency. But no matter what the specific mission is, NDMS teams provide expert patient care that protects individual health and promotes national health security.

Provides basic and advanced emergency medical care to sick and injured patients.

Conducts medical and trauma assessments on both adults and pediatrics.

Confers with online or offline medical direction as appropriate.

Establish vascular access (e.g. IV or IO).

Administers medication via Intravenous, subcutaneous, intramuscular, intraosseous, sublingual, intranasal, nebulizer, rectal, etc.

Administer advanced procedures (e.g. Inserting advanced airways, interpreting and treating cardiac arrhythmias, performing defibrillation, electronic pacing, needle decompression, CPAP, etc.)

Document relative information, assessments, clinical impression, treatments, response to treatment, status updates, etc. as appropriate.

Perform related work or other duties as required or assigned.

Qualifications

During deployments, the work is primarily related to readiness for and deployment for response during the aftermath of a disaster or public health emergency, where work may be field based, in a tent environment that is remote and austere, caring for sick, injured, dying, or deceased persons. This work requires above average health, physical, and mental conditioning with routine long periods of repetitive walking, bending, lifting, and carrying, such as carrying NDMS equipment or heavy patients on litters. Incumbent must be capable of working in a high-stress, high security, remote, austere, and uncharacterized environment, void of infrastructure and vital services, requiring specific physical demands, such as the ability to lift 50 pounds, and work characteristics that must be met to successfully perform the essential functions of this job. For these reasons, employees are required to complete a physical and health screening process, meet and maintain certain physical standards, as well as mental, behavioral, and cognitive competencies. Work may be performed in an office setting or indoor and outdoor field sites, sometimes in adverse weather. During emergency situations, the work environment may be situated in austere conditions and environment in terms of destroyed infrastructure (e.g., food and water, housing, electricity, communications), the presence of endemic diseases, and limited health and sanitation facilities requiring special safety precautions.

Preferred Criteria: Training and/or experience in disaster response.

Licensure:
Applicants must possess a current, active, full, and unrestricted license or registration as a Health Technician (Paramedic) from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Note: A copy of your Health Technician (Paramedic) license MUST be submitted with your application to be considered for this position. Your Health Technician (Paramedic) License MUST be current, valid, and unrestricted at the time you apply. Do NOT submit a license that is expired at the time you apply.

Additional Requirement:
Must currently possess and maintain a current Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS) training and certification that is sponsored or endorsed by the American Heart Association (AHA).

NOTE: Advanced Life Support or other advanced certification does not supersede BLS or ACLS completion. A copy of your BLS and ACLS certification MUST be submitted with your application to be considered for this position. Your certifications MUST be current at the time you apply. Do NOT submit a certification that is expired at the time you apply.

MINIMUM QUALIFICATION:
To qualify for this position, applicants you must meet the minimum qualification for the GS-09 Grade Level:

One year of specialized experience, equivalent to the GS-07 grade level in the Federal Service providing emergency medical care for critical and emergent patients, providing basic and advanced life support to assess patients' conditions to administer treatment; and utilizing proper pharmacological practices and Standards of Care to calculate dosages and administer medications.

NDMS does NOT allow DUAL FEDERAL EMPLOYMENT which applies to current full-time federal employees. (this does not apply to contractors for the federal government).

NDMS intermittent employees serve on a rotational on-call schedule and deploy as intermittent federal employees when ASPR activates them in a declared federal emergency response or as part of a national special security event. A response mission is typically up to 14 days with a possibility of a short extension, based on the mission. Team members must be committed to staying at the disaster site for up to two weeks.

Employees must be capable of review and approval by a standardized systematic Credentialing and Privileging process. If credentials and privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including, removal from Federal service. If required, applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.

The incumbent may be required to travel on short notice to disaster areas with only minimal comforts, including requirements to eat military-style rations (such as Meals, Ready to Eat (MRE) due to limited or no access to commercially available food. Extended and frequent travel may be required and will be governed by the need for the incumbent to fully cover all emergency preparedness responsibilities (i.e. disasters, meetings, exercises, etc.). This travel may depend upon the number and type of events or emergencies that may occur.
