The incumbent of this position serves as the Assistant Administrator, Resilience Business Operations, Resilience, Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS).  Resilience includes several programs that provide risk information, planning and capacity building, federal insurance, and risk reduction investments, all aimed at building a more resilient nation.  The incumbent provides executive leadership, oversight and supervision of core business operations that support the Resilience mission. These core business operations include budget formulation and execution, organizational structure, personnel management (including diversity, equity and inclusion), equipment and facilities management, procurement, information technology (IT), security, safety, travel, administrative services, disaster staffing and readiness and other business-related matters.

The incumbent provides direction and oversight of all business operations activities (i.e., human capital, budget, procurement, administrative, IT, etc.) within Resilience. Responsible for creating common business processes to increase efficiencies across Resilience. Advises, counsels, guides, and instructs senior leadership and all managers on the policies and procedures within these functions. Briefs senior leadership on business operation matters and provides advice and recommendations on resolving complex matters.

The incumbent represents Resilience on senior level governance bodies related to business operations (e.g., Human Capital Governance Board, IT Governance Board, Real Property Governance Board, etc.).

The incumbent advises leadership on all human capital issues affecting Resilience, including optimizing the organizational design structure; tracking, prioritizing, and expediting hiring actions; and representing Resilience on all senior level governance bodies pertaining to human capital issues.  Set Resilience policies in regard to professional development, awards, and other related human capital issues in line with federal, departmental, agency, and Resilience standards, including those related to diversity, equity, and inclusion.

The incumbent is responsible for overseeing the coordination of disaster staffing and readiness across Resilience, to include soliciting and identifying staff during disasters, ensuring all employees in Resilience are assigned a disaster title, orienting all employees on the logistics associated with deployments, providing situational awareness and reporting of disaster deployments and activities across Resilience. 

The incumbent provides leadership with guidance on short-and long-range budgetary activities and ensures that Resilience’s multi-billion-dollar budget supports leadership priorities.  Works closely with FEMA’s Office of Policy and Program Analysis (OPPA), Office of Chief Financial Officer (OCFO) and Resilience strategic planning to oversee the Programming, Budgeting, and Execution portions of FEMA's Planning Programming Budgeting and Execution (PPBE) cycle within Resilience.  Directs and oversees the review, consolidation, formulation. and presentation of Resilience's budget proposal for review and approval by FEMA, DHS, OMB and Congress. Directs the execution, allocation, and control of the obligation of funds appropriated to Resilience.

The incumbent maintains up-to-date knowledge of important legislative, budgetary, Federal, State or local developments and actions which could affect policy, programs, missions and activities; Reviews relevant documents and other materials; participates in the study and analysis of the resilience operations; develops senior-level briefings and guidance.

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

Each applicant is required to submit a comprehensive narrative statement, which addresses BOTH the mandatory Technical and Executive Core Qualifications (ECQs) outlined below.  Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration.  The narrative portion for the Technical Qualifications MUST NOT EXCEED 6 PAGES TOTAL.  The supplemental narrative statement for the Executive Core Qualifications should address the necessary level of management skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in the SES.  This evidence must include clear and concise examples that emphasize the applicant’s level of responsibilities, scope, and complexity of programs managed, program accomplishments, policy initiatives, and level of contacts.  The narrative portion for the Executive Core Qualifications MUST NOT EXCEED 10 PAGES.  For guidance in preparing a narrative statement addressing the ECQs, applicants can access OPM’s website at https://www.opm.gov/policy-data-oversight/senior-executive-service/executive-core-qualifications/

The following categories of applicants may omit the mandatory Executive Core Qualifications (ECQs), but MUST address the Technical Qualification factors: 

  • Applicants who are currently serving under a SES career appointment (must provide a copy of Standard Form 50--Notification of Personnel Action that documents career appointment to the SES).
  • Applicants who are eligible for reinstatement to the SES (must provide a copy of Standard Form 50--Notification of Personnel Action that documents career appointment to the SES).
  • Applicants who are graduates of OPM-approved SES Candidate Development Programs (must provide proof of OPM Qualifications Review Board certification). 

All required application materials will be reviewed to determine if applicants meet the mandatory qualification requirements. Qualification and experience determinations will be based only on the information supplied by the applicant. The best-qualified candidates for this position will be distinguished from other applicants by an evaluation committee to determine the degree to which qualification requirements are met.  Applicants should provide specific evidence of possession of the mandatory Technical and Executive Core Qualifications, as outlined under Qualifications Criteria, to assist the evaluation committee in determining the best-qualified candidates that will be considered for final selection.  The Executive Core Qualifications of the selectee are subject to approval by the Office of Personnel Management Qualifications Review Board (QRB). Unless you have already been certified by an OPM QRB in the past, your ECQs must be certified by an OPM QRB before appointment can occur.

TECHNICAL QUALIFICATIONS – MANDATORY

  1. Thorough knowledge and demonstrated experience with Federal financial management, including legislative processes, program planning, and budget formulation and execution.
  1. Comprehensive knowledge of and experience in leading business operations including contracting and procurement; recruitment and hiring a diverse, equitable and inclusive workforce; facilities management; information technology; organizational structure; equipment and administrative services.
  1. Demonstrated ability to exercise authoritative and decisive leadership over, and effectively manage a diverse, dynamic, and complex organization.

Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core  Qualifications (ECQs); but a narrative statement for each of the Technical  Qualifications (TQs) is recommended.

ECQ 4: BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5: BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
