The Office of the Inspector General (OIG) is responsible for upholding the integrity of the administration of activities that serve Congress and the American public. The OIG’s mission is to promote the economy, efficiency and effectiveness of Architect of the Capitol (AOC) programs, operations and major construction projects.
This senior level role assists, advises and represents the Inspector General and shares responsibility for conducting, coordinating and supervising audits and investigations of the program operations and major construction projects of the Architect of the Capitol. The incumbent shares fully in the responsibility for providing leadership and coordination in recommending policies designed to promote economy, efficiency and effectiveness in the administration of activities that serve Congress.
The deputy is also charged with preventing and/or detecting fraud, waste and abuse in AOC programs, operations and major construction projects and to provide a means for keeping the Architect of the Capitol and the Congress fully and currently informed about problems and deficiencies relating to AOC program administration, operations and major construction projects, as well as the necessity for and progress of corrective action.
In this capacity, the incumbent:
Assists and collaborates with the Inspector General with overall responsibility for the audit and investigative functions relevant to activities directed by the AOC.
Ensures that the audit and evaluation activities of the agency are performed in accordance with the Government Accountability Office (GAO) accounting standards and applicable laws. Exercises overall review of investigations being undertaken and ensures that they are completed in accordance with OIG office policy and applicable standards.
Manages staff, financial and information resources strategically. Develops coalitions internally and externally with other organizations and stakeholders to achieve common goals.
Prepares semiannual reports on problems, abuses and deficiencies; makes recommendations for corrective action; and provides updates on pending corrective actions.
Maintains liaison and operational relationships with AOC and managers, congressional staff, as well as with the Council of Inspectors General on Integrity and Efficiency (CIGIE), CIGIE committees, the Council of Counsels to the Inspector General (CCIG) and counterparts in other agencies on difficult and diverse matters or issues that affect critical aspects of major AOC-wide programs.
Assists the IG to develop a Five-Year Strategic Plan that includes a comprehensive mission statement covering the Office of Inspector General’s major functions and operations, general goals and objectives, including results-driven objectives, specific actions, timeframes and empirical measures of success.
Candidates must have proven executive leadership experience delivering complex audits to Generally Accepted Accounting Standards (GAGAS) and/or investigative programs. Must possess knowledge of sufficient scope and depth of applicable federal laws, rules and regulations pertaining to human capital management, budget development and procurement functions. Must exhibit outstanding interpersonal and organizational skills to provide responsive and timely service and reports to stakeholders. A demonstrated aspirational leader who can build coalitions internally and externally to achieve strategic goals in a dynamic, operational environment of concurrent and competing priorities is essential. A Bachelor’s Degree or higher from an accredited college or university is also required.
The incumbent serves at the pleasure of the Architect and must be able to obtain and maintain a Top Secret Clearance.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement.

Technical Qualifications (TQs):
TQ 1: Audit/Investigation/Evaluation Experience: Exceptional experience managing or conducting independent audits to Generally Accepted Accounting Standards (GAGAS), investigations or evaluations of federal or corporate operations. Knowledge of accounting and investigation principles and experience working with offices of the inspectors general, either federal or local, or their equivalent. Experience reviewing proposed audit/investigative plans and draft reports to ensure that they are fair, balanced, and objective; focused on securing/reporting needed information efficiently; comply with applicable professional standards; and the final report appropriately addresses agency comments.
TQ 2: Possesses exceptional experience in advising senior executives and senior leadership staff on audits, investigations and/or evaluations of federal or corporate operations.
TQ 3: Must have proven leadership experience making timely and effective decisions that produce observable results in the areas of organizational accountability, integrity, and ethical performance.
TQ 4: Must have knowledge of sufficient scope and depth of the application of federal laws, rules, and regulations pertaining to procurement functions, budget development and execution, human capital management and other relevant areas.
