The Office of Inspector General (OIG) of the U. S. Department of Labor (DOL) serves the American workforce, DOL, and the Congress by providing independent and objective oversight of Departmental programs through audits and investigations, and by combating the influence of labor racketeering in the workplace. We promote the effectiveness, efficiency, economy, and integrity of all DOL programs and operations, including those performed by its contractors and grantees. The OIG investigates violations of federal laws, rules, or regulations, as well as investigations of allegations of misconduct on the part of DOL employees. In addition, we conduct criminal investigations to combat the influence of labor racketeering and organized crime in the nation’s labor unions.

The OIG is headquartered in Washington D. C. and employs approximately 360 staff, including 34 field offices located throughout the country.

This position is located in the Office of Inspector General, Office of Management and Policy, Division of Procurement and Administrative Services, Branch of Administrative Services. The incumbent functions as Space Management Officer.

This position has promotion potential to GS-13. Promotion Potential: There is no obligation to provide future promotions to you if you are selected. Future promotions are dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and supervisory approval.

This position is outside the bargaining unit.

Help

Provides a broad range of administrative services and evaluates OIG space in light of specialized OIG needs and Federal regulations; Develops and manages the budget for planned and on-going space initiatives, facility maintenance, energy conservation, procurement of supplies and equipment, parking coordination and system furniture planning and installation.

Ensures preparation of preliminary cost estimates; Advises OIG managers and MSSs on acquisition, space utilization and design, determines requirements for all OIG furniture purchases and installations, relocation, and relinquishment of space; Coordinates with OASAM and GSA for the acquisition, utilization, relocation, and relinquishment of space in the Washington, DC area and all regional/field areas as required.

Coordinates activities related to the movement of OIG employees and equipment to new office space; Provides advice to MSSs on equivalent matters involving OIG field offices; Monitors OIG space utilization on a national basis, using monthly and quarterly Departmental reports; Makes recommendations regarding the payments of GSA lease/rent bills; and participates in developing OIG guidance and policy on space management. Conducts periodic on-site space surveys and analysis required by GSA. DOL and/or OIG and takes corrective action when appropriate.

Directs, coordinates or personally carries out the OIG headquarters facilities maintenance projects. Required activities include the development of strong working relationships with key stakeholders in OASAM/BOC; Acquisition and oversight of services for reconfiguration and replacement of workstations and furniture; day to day services such as: cleaning services; painting; pest control; document shredding; lighting and the management and distribution of office keys etc.

Performs specific responsibilities as a certified Contracting Officer’s Representative (COR), as a COR, provides technical guidance to assure that the technical scope and terms of the contract are met.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service.

GS-12 - Applicants must have 52 weeks of specialized experience equivalent to at least the GS-11 grade level in the Federal service. Examples of specialized experience includes but is not limited to: Identifying and recommending solutions to a wide range of obstacles related to Government and Commercially leased space; preparing preliminary and finished reports and documents relating to leased property/facility management and renovation matters; managing moving and furniture related contracts and agreements; coordinating regional and field office moves and managing cabling for telecommunications /teleconferencing systems.

GS-13 - Applicants must have 52 weeks of specialized experience equivalent to at least the GS-12 grade level in the Federal service. Examples of specialized experience includes but is not limited to: Develop strategies, plan and direct space management activities including program planning and evaluation, write and establish space and facility policy, provide day to day administrative operations support, and information management activities to include budget formulation, reconciliation and execution tasks and project management.

This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.

Education

There is no substitution of education for the required specialized experience at the GS-12, GS-13 levels.

Evaluation Factors (Competencies) - All qualified applicants will be evaluated on the following key competencies:

Knowledge of Governmental Administration and Management: Knowledge of principles, practices, and techniques for planning, developing, implementing, and evaluating administrative and management systems, processes, and procedures.

Interpersonal Skills: Works cooperatively and effectively with OIG program managers and/or senior level staff members relative to the OIG space management and design, in carrying out specific work assignments. Effectively handles adversarial situations and willingly considers different opinions.

Oral Communication: Advises OIG managers and MSSs on moderately complex issues involving acquisition, utilization, and relinquishment of space.

Problem Solving: Identifies, analyzes and evaluates potential issues affecting major OIG administrative operations. Recommends logical solutions to moderately difficult problems necessary to improve the effectiveness and efficiency of the existing OIG space management, telecommunications and property management programs.

Self-Management: Establishes own goals and work priorities to meet appropriate deadlines, produces quality products and independently accepts additional responsibilities. Effectively adapts to fluid changes in work assignments and timelines.

Writing: Develops/composes documents including manual issuances to set forth nationwide policy, program and procedural requirements concerning OIG space management. Develops related administrative regulations, including those governing space management, design and furniture acquisitions, etc. Documents are clear, concise and well organized with proper syntax. Proofs and edits documentation prepared by other staff members.
