This Deputy Inspector General position is located in the Immediate Office of the Inspector General, in Washington, DC, and is responsible for executive leadership, direction, management and conduct of a full range of Inspector General functions. Specific activities include oversight of the audits, evaluations, inspections, investigations, management and planning, legal and legislative programs of the OIG. The DIG operates within the provisions of the Inspector General Act of 1978 and all subsequent amendments. The DIG exercises executive leadership, direction, and supervision over more than 400 professional, administrative, technical and clerical employees in the OIG's headquarters, regional and field office locations, nationwide.

Help

The Deputy Inspector General (DIG) provides executive leadership over the day-to-day administration and operations of the OIG. The DIG participates with the IG in establishing program policies, objectives and priorities and develops the strategic plans for accomplishing the OIG mission, including exercising the following responsibilities:

  • Oversees critical organizational functions involving criminal investigations, inspections, audits, management and planning, legal and legislative programs.
  • Provides the necessary input on Attorney General and Congressional inquiries relating to OIG matters;
  • Provides advice and assistance to the IG on key issues affecting the organization including political, legal, economic, social, technological and administrative factors impacting the functions and work of the OIG;
  • Participates in the overall management and supervision of assigned resources;
  • Assigns special projects and work load, determines staffing requirements, prepares and/or approves budget submissions and exercises executive management authority in carrying out the functions and activities of the OIG; and
  • Performs other duties as assigned.

Probationary period: A one-year SES probationary period is required unless previously completed.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience indicative of senior executive-level management capability. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

To meet the minimum qualification requirements for this position, applicants must demonstrate in resume and narrative statements possession of the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments, and results.

Mandatory Technical Qualification(s)

  1. Substantial, demonstrated experience in leading, directing and managing a comprehensive program from an Office of the Inspector General, Internal Affairs Office, Office of Professional Responsibility or any other comparable environment of a large organization or agency, involving broad and complex issues of fraud, waste and abuse to review work products and assess organizational efficiency and effectiveness, and implement policies and procedures to improve organizational performance.
  2. Demonstrated ability to coordinate program efforts with other internal and external offices, represent the organization to key external stakeholders, as well as serve as spokesperson for the organization.
  3. Knowledge of project or program planning and management techniques in order to carry out key decision-making and policy development responsibilities.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

NOTE: ECQ narratives are required for all applicants unless any of the following conditions are met:
  • You are currently serving under a career Senior Executive Service (SES) appointment,
  • You are eligible for reinstatement into the SES, or
  • You have successfully completed an OPM approved SES Candidate Development Program.

Additional information

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants will be evaluated on the quality and extent of total accomplishments, experience and demonstrated executive-level qualifications. An SES rating and ranking panel will review applications to determine the highly qualified candidates. An Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority where final interviews and reference checks may occur. Unless you have already been certified by the Office of Personnel Management (OPM) Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
