The Office of Personnel Management is looking for a dynamic and energetic leader to join their Senior Executive Service (SES) Corps.

The Senior Executive Service (SES) is comprised of the men and women charged with leading the continuing transformation of government. These leaders possess well-honed executive skills and share a broad perspective of government and a public service commitment which is grounded in the Constitution.

This position is located in the Office of Investigations, Office of the Inspector General, Office of Personnel Management.  The incumbent will serve as Deputy Assistant Inspector General for Investigations.  The Office of the Inspector General investigates allegations of waste, fraud, and abuse against the programs administered by OPM, including the Federal Employees Health Benefits Program, the Civil Service and Federal Employees Retirement Systems, and OPM's background investigations program.

Major Duties:

As the Deputy Assistant Inspector General for Investigations, the incumbent is responsible for executing a program of criminal, civil, and administrative investigations to identify and eliminate waste, fraud, and abuse, and inefficiency in the operations of OPM, pursuant to the Office of the Inspector General's (OIG) authority under the Inspector General Act of 1978 (PL 95-45i), as amended.  Duties and responsibilities include but are not limited to the following:

  • Develops policies and plans to achieve the objectives of the OIG investigations program;
  • Serves as principal advisor to the Assistant Inspector General for Investigations (AlGI) and receives general direction regarding program and management matters;
  • Manages a nationwide investigations program staff;
  • Manages investigative operations and directing the performance of investigative activities.
  • Coordinates  program efforts and initiative with OPM offices, Federal law enforcement entities, states and local governments, and other interested parties;
  • Evaluates accomplishments of the investigations program in light of goals and objectives.
  • Exercises program and management authority through subordinate managers and supervisors; and
  • Provides constructive contributions and supports the efforts of the AlGI to improve quality, innovation, customer services, and employee's involvement in the investigations program.

Other Requirement for this position

The date immediately preceding an individual's 37th birthday is the maximum entry age for original appointment to a position with the Office of Inspector General (OIG) as a law enforcement officer.  PLEASE NOTE: a) This requirement does not apply to applicants eligible for veterans preference; b) An individual who is 37 year of age or older may be re-employed as a Federal law enforcement officer in the OIG if the individual has had prior coverage under the special Federal law enforcement retirement plan; c) An SF-50, Notification of Personnel Action, must be submitted which shows your current grade and competitive civil service status (if you have been or are a Federal employee).  If you are 37 of age or older and have been previously covered under the special law enforcement retirement plan, please submit an SF-540 which reflects this coverage in addition to your current SF-50.

This is a drug testing designated position.  The selectee is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with OPM OIG. 

Selectee must pass pre-employment medical examination.

This position requires regular qualification with an issued firearm and is subject to the Lautenburg amendment.  The convicted of a crime of domestic violence are not eligible in accordance with 18 USC 922(g).

The selectee must successfully completed or have completed the basic criminal investigator course at the Federal Law Enforcement Training Center in Glynco, GA or an equivalent course.  (Retention in this position is subject to the successful completion of the training).

Qualifications

The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and Technical Qualification(s), listed below.

EXECUTIVE CORE QUALIFICATIONS:

TECHNICAL QUALIFICATIONS:

  • Demonstrated ability to plan, develop, direct and lead a nationwide investigative program, including the ability to manage and report on complex, highly sensitive investigations regarding fraud in Federal health care and benefits programs, such as retirement or annuity programs.
  • Demonstrated knowledge of the Federal Rules of Evidence and Criminal Procedure; the Federal criminal code and civil fraud statues, the Federal judicial process; and the Federal administrative law and procedures.
  • Demonstrated ability to provide effective advice to executive level officials on investigative policy and program issues, and to produce reports and other documents that address relevant issues in a well-written, well-organized and persuasive manner.

  • Salary for Senior Executive Service positions varies depending on qualifications.
  • Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has previously been served.
  • Selected candidate is required to file a SF-278, Public Financial Disclosure Report within 30 days after his/her appointment, in accordance with the Ethics in Government Act of 1978.
  • Occasional travel may be required.
  • Relocation expenses may be paid in accordance with Federal Travel Regulations.
  • Veteran's Preference does not apply to the Senior Executive Service.

The OPM Executive Resources Board (ERB) will review results and make recommendations on final selections to the approving authority.
