The Incumbent will serve as the Director of the Financial Management Division responsible for executing the budget, fiscal, and related financial management programs necessary to meet the policy, program and activity requirements of the Departmental Staff Offices.

Duties

Help
  • Participates with the USDA OCFO in the execution and formulation of Department-wide financial policies and programs for multiple funding sources.
  • Develops and directs a full-scale financial management program for the Departmental Staff offices utilizing a Department-wide financial management system.
  • Formulates, forecasts and executes multiple funding sources to carry out authorized activities of the Departmental Staff Offices.
  • Serves as the top authority on financial management matters for complex multi-year, multi-million dollar, and multi-source substantive programs.
  • Serves as a first and second level supervisor and executes assigned programs through staff who are primarily in budget, accounting and financial management fields.
  • Serves as principal advisor to the Office of the Assistant Secretary Administration (ASA), Departmental Staff Office Directors and senior leadership for OGC, OCFO and OBPA on all financial matters as necessary.
  • Consults with and advises all levels of management on the manner in which funds can be expended to achieve the most effective and efficient operation of staff office programs and activities.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Specialized Experience for GS-15 Positions: One (1) year of Specialized Experience, equivalent to the GS-14 level in Federal Service or equivalent responsibility in the private sector/pay systems equipped you with the particular competencies to successfully perform as a Financial Manager. Such experience includes budget execution, funding formulation, justification and executing funding appropriations; federal budget and appropriations processes, laws, regulations, policies and procedures governing administrative appropriations; communicates fiscal matters to multiple levels of a federal agency; analyzing and validating financial data , drawing and recommending conclusions; prepare and develop revised procedures, instructions and guidelines that result in the improvement of travel, grants, debt and financial management.

Time in grade:
Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-14 is required to be eligible for the GS-15 level.

Applicants MUST submit a RECENT SF-50 that illustrates Time-In-Grade (TIG) and reflects title, series, and grade.

Award SF-50 is NOT acceptable.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
